Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a Notice of Intent to extend the current Transient Aircraft Alert Services (TAAS) contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Due to an ongoing protest the 377th Maintenance Group (MXG), Kirtland Air Force Base (Albuquerque) NM 87117 requires an extension to contract FA9401-09-C-0012 which expires on 30 October 2013. The extension will be for a two (2) month period of 1 October 2013 to 30 November 2013. This effort will also include 3 1-month options (1 December 2013 - 28 February 2014), and a 6-month extension (1 March 2014 - 31 August 2014) of services to be used as needed. The additional time will be used to mitigate any future disruptions in service due to the ongoing protest and any potential future protests. AFNWC/PZIB intends to extend the current contract held by ORASA Group, Inc., 137 Eglin Pkwy SE, Fort Walton Beach Florida, 32548. Interested parties may e-mail alicia.binggeli@kirtland.af.mil, not later than 16 September 2013, 3:00 p.m. MST. DESCRIPTION OF SERVICES: The contractor will continue current TAAS activities. These activities include aircraft fuel deliveries, Liquid Oxygen (LOX) cart servicing, and deicer truck servicing along with numerous other Flight line Dispatch Control Functions. Additionally, the contract provides all aircraft arrival, processing, and departure services for Kirtland Air Force Base. IAW FAR Part 5.207(c)15(ii), the proposed contract action is for services for which the government intends to solicit and negotiate with only one (1) source under the authority of FAR 6.302. This notice of intent is NOT a request for competitive proposals. The nature of this extension is to provide Kirtland AFB uninterrupted TAAS services while it resolves a protest. Due to such a short period of time, any contractor other than the incumbent (ORASA) would incur start-up costs and ramp-up transition time which includes acquiring the appropriate security clearance, hiring employees, ensuring compliance with training standards and requirements, acquiring the appropriate vehicles and equipment, and providing quality assurance plans to meet the current contract's requirements. Those significant costs to hire subject matter experts with experience providing TAAS would not be recouped in such a short contract period. Also, the transition ramp-up would require significant time under this contract period and would disrupt critical services and result in a loss of a crucial support capability. All responsible parties may identify their interest and submit a capability statement which will be considered by the government. Responsible parties must clearly demonstrate in the submitted documents that there will be no service interruptions and no added investment and start-up costs associated with award of a bridge contract to any contractor other than the incumbent contractor under these circumstances. Documentation submitted will not exceed five (5) pages and will be submitted electronically to the cognizant Contracting Officer listed secondary point of contact below. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the government.
