Description
This is a SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research) and is not a pre-solicitation notice or solicitation for proposals/quotations. This synopsis does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal RFP. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of firms, associations, organizations, entities, contractors or vendors interested in providing full detoxification services for the Court Services and Offender Supervision Agency (CSOSA) offender population. This announcement is open to the Washington DC Metropolitan Area and interested parties should respond accordingly. It is anticipated that this work will begin in fiscal year 2014. Background: The Court Services and Offender Supervision Agency (CSOSA) was established under Section 11232 of the National Capital Revitalization and Self-Government Improvement Act of 1997 to effectuate the reorganization and transition of functions relating to pretrial services, parole, adult probation and offender supervision in the District of Columbia to a Federal Executive Branch agency. The mission of CSOSA is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. The CSOSA (hereinafter referred to as the Government) has been mandated to provide comprehensive treatment services to persons who have been ordered to undergo such treatment by the courts, either as part of a sentence or pre-sentence, or as a condition of probation or parole. These persons (hereinafter referred to as offenders) may be dually-diagnosed with both mental health and chemical dependency issues. CSOSA is responsible for the supervision of all probationers and parolees held under the authority of any United States or District of Columbia statute, or any other lawful authority and entrusted to the District. Need: CSOSA is seeking Detoxification Treatment Services for its' offender population in the District of Columbia. Specifically, services shall include provide all facilities, labor, material and equipment necessary to provide clinically managed and medically monitored inpatient substance abuse detoxification services to chemically-dependent men and women. These services shall be provided to CSOSA on a firm, fixed price basis. The Contractor shall provide supervised residential/inpatient alcohol and/or drug detoxification services performed by licensed medical staff who are able to care for offenders with substance abuse addiction and/or medical conditions while being treated for chemical dependence. Detoxification services are intended to stabilize and prepare the offender for his/her treatment regimen. The Contractor shall provide ASAM Level III.2D Clinically Managed Residential Detoxification services ("social detoxification") and Level III.7D Medically Monitored Intensive Inpatient Detoxification services. The Contractor shall provide supervised Clinically Managed Residential Detoxification services (ASAM Level III.2D), sometimes referred to as "social detoxification" or "social setting detoxification" in accordance with the American Society of Addiction Medicine (ASAM-PPRC-2) Placement Criteria. Clinically Managed Residential Detoxification shall be delivered by appropriately trained staffs that provide twenty-four (24) hour supervision, observation, and support for patients who are intoxicated or experiencing withdrawal. Clinically Managed Residential Detoxification is characterized by its emphasis on peer and social support. This level of care provides care for patients whose intoxication/withdrawal signs and symptoms are sufficiently severe, requiring twenty-four (24) hour structure and support. However, the full resources of Medically Monitored Inpatient Detoxification Services are not necessary. Clinically Managed Residential Detoxification programs may be staffed to supervise self-administered medications for the management of withdrawal. All programs at this level rely on established clinical protocols to identify patients who are in need of medical services beyond the capacity of the facility and to transfer such patients to more appropriate levels of care. (Definition adapted from ASAM Patient Placement Criteria for substance-related disorders, 2 nd edition, 1996). In addition, the Contractor shall provide supervised Medically Monitored Intensive Inpatient Detoxification services (ASAM Level III.7D) in accordance with the American Society of Addiction Medicine (ASAM-PPRC-2) Placement Criteria. Medically Monitored Intensive Inpatient detoxification is an organized service delivered by medical and nursing professionals, which provides twenty-four (24) hour medically supervised evaluation and withdrawal management in a permanent facility with inpatient beds. Services are delivered under a defined set of physician-approved policies and physician-monitored procedures or clinical protocols. This level of care provides services care to patients whose withdrawal signs and symptoms are sufficiently severe, requiring twenty-four (24) hour inpatient care. (Definition adapted from ASAM Patient Placement Criteria for substance-related disorders, 2 nd edition, 1996). The Contractor shall develop therapeutic interventions specific to the offender and criminal justice system, such as approaches to increase the number of successful program completions, coordination with court hearings, addressing criminal involvement and cooperation with criminal justice requirements. This requires establishment of a close working relationship with the Community Supervision Officers (CSOs) and Treatment Specialists responsible for supervising each offender. The Contractor shall be able to coordinate, cooperate and work with CSOs and Treatment Specialists utilizing a team approach for case planning, treatment intervention and case monitoring, as well as discharge planning activities. Treatment providers must hold weekly case staffing meetings with CSOs and Treatment Specialists for the purpose of reviewing offenders' progress in treatment; addressing behavioral/compliance issues; and conducting ongoing discharge planning, as well as other meetings and interventions as deemed necessary by the Government. Treatment shall be provided in accordance with the Addiction Prevention and Recovery Administration (APRA) certification requirements and American Society of Addiction Medicine (ASAM-PPRC-2) Placement Criteria (Level III.2-D Clinically Managed Residential Detoxification or "social detoxification", and III.7-D Medically Monitored Intensive Inpatient Detoxification) except where specifically modified by the Government. The course of treatment for each offender ranges between three (3) and seven (7) days. Submission of Information: All interested vendors must provide a capability statement if they are interested and capable of providing these services. Capability statements should include: •(1) Name of your firm, address, telephone, and fax number, web-site URL (if applicable), a point of contact, and an email address. •(2) Business size for NAICS and socio-economic category status, if any •(3) Describe the experience and capabilities of your firm with respect to providing these services and list your key personnel. •(4) Describe the level at which you perform the majority of your contract efforts, e.g., are they at the prime or subcontract level. •(5) Describe or summarize how your company has been successful in performing these services. •(6) DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must have an active registeration in the System for Award Management (SAM, www.sam.gov) to be considered as a potential source. No proprietary, classified, confidential or sensitive information shall be included in your responses to this Source Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate in any solicitation. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information.
