- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions, on behalf of the Neurosurgery Program at the National Institute of Neurological Disorder and Stroke (NINDS), Division of Intramural Research (DIR), intends to negotiate a Purchase Order on a sole source basis with the University of Virginia, located at 1001 North Emmet Street, Charlottesville, VA, 22903, for coordinating the Neurosurgical Residency Program (NSRP). The Contractor will provide clinical training to NSRP residents at the contractor's training sites, as well as federal locations, and other supportive services in support of resident participation in the NINDS graduate medical education program in Neurological Surgery in the NIH NSRP. Contractor will oversee entire training curriculum and administrative duties of the residency program. The NSRP is tasked with building the next generation of neuroscientists by training academic neurosurgical leaders with the ability to perform world-class neuroscience research throughout their careers. Other achievements include competing for grant funding support and developing a strong independent research effort upon completion of their residency training. The NSRP received accreditation from the Accreditation Council for Graduate Medical Education (ACGME) in January 2011. This acquisition is made under Simplified Acquisition Procedures in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 12, and is exempt from the competition requirements of Part 6. This Notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
