- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VISN 6, Salem Medical Center submits a justification for other than full and open competition for purchase request 658-13-3-537-0512. 2.Nature and/or Description of the Action Being Processed: The Richmond VAMC requires an extended warranty for anesthesia machines. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The Richmond VAMC requires extended warranties for new anesthesia machines, totaling 58,919.84. 4.Statutory Authority Permitting Other than Full and Open Competition: ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The warranty will be purchased from the manufacturer. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: A competitive solicitation was issued in FY13 to standardize anesthesia machines in VISN-6. The purchase of anesthesia machines and the subsequent warranty purchase are follow on purchases to standardize the entire fleet of anesthesia machines at the Richmond VAMC. The machines are available from GSA schedule holders and the warranty is an open market purchase. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The warranty pricing is the same as that offered in response to the FY13 competitive solicitation, which was determined to be fair and reasonable at the time of purchase. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research was not conducted for this action, as it is a follow on action. Market research was conducted for the original actions. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: None. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: See Section VI above. 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: When the current equipment is replaced competition will be sought for replacement systems.
