Description
NASA/ARC is hereby soliciting industry input regarding the extent construction companies are actively engaged in applying the Lean Construction concepts in their daily work activities. Responses from the industry may form the basis for future NASA Lean Construction requirements while promoting an efficient, fair, and competitive bidding procurement. The responses received will be analyzed for possible applications as NASA intents to implement the Lean Construction concept in its own future building and facility construction projects. Future projects include but are not limited to NAICS Codes Series 236 - Construction of Buildings and 237 - Heavy and Civil Engineering Construction. The Lean Construction concept has been progressively gaining acceptance as a best practice to eliminate waste in the construction industry. When adopted properly for construction projects, Lean Construction has been shown to produce high quality, value-maximized buildings and facilities that meet customer requirements in less time and at less cost compared with conventional construction means and methods. Current basis for the Lean Construction best practice are expressed through the five Principles, with their associated Sub-Principles from the Construction Industry Institute (CII), and the Last Planner system from the Lean Construction Institute (LCI). Together, they provide proven techniques that have been gradually adopted by some of the leaders in the construction industry. Industry participants responding to this market research are encouraged to indicate which of the Principles, Sub-Principles, and or Last Planner concepts they currently employ in their daily construction activities, whether they are applied in Design-Build, Design-Bid-Build, or Construction Manager as Constructor type of contract, and how long they have been practicing Lean Construction. And, if information is available, indicate the approximate percentage difference in bid price for a Lean Construction project versus a conventional construction approach. Submissions may be in the form of narratives, flow charts, diagrams, operating policies, etc. that will facilitate NASAs analysis and understanding of industry practices relative to Lean Construction. No solicitation for proposals exists; therefore, do not request for such a solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
