Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT, AND IS NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, pursuant to FAR Part 6.302-1 and in accordance with 10 U.S.C. 2304 (c)(1), intends to require brand name or proprietary components on a sole source basis. The Army has a need to require ten (10) manually retractable bollards for use as vehicle barriers at a location in New York City. This notice pertains to the procurement of the materials only. The government intends to require ten (10) Hard Post model MP-354A K12 rated manually retractable bollards with 2 layer black paint finish, from US Koei Technologies, Inc., 2537-D Pacific Coast Hwy. #100, Torrance, CA 90505. The requirement will be part of a firm-firm-fixed price construction contract under FAR Parts 15 and 36. This is not a request for competitive proposals. Interested parties may provide specific information to the Army regarding their product for consideration as to whether their product meets the government's needs. The specific information required is as follows: a) Information/data demonstrating the component utilizes only mechanical parts (internal lifting mechanism) alone to operate the bollard with no assistance from a pneumatic or hydraulic system. To clarify this: hydraulic, pneumatic or electric power-assisted retractable bollard systems are not acceptable. b) Information/data demonstrating that the manually retractable bollards shall be capable of being raised and lowered by manual means such as levers, manual handle and driving shaft or battery charged portable motor unit drive such as a battery operated drill. The bollard must be capable of being operated by a single person in less than 5 minutes without having to totally remove the bollard off the ground. c) Information/data demonstrating the component is currently on the Department of State (DOS) list which is based on SD-STD-02.01, Vehicle Crash Testing of Perimeter Barriers and Gates, Revision A, dated March 2003. The bollard must meet the standard rates for anti-ram barriers for the K12 category. A K12 rating is achieved when a vehicle traveling at a nominal speed of 50 mph (80 km/h) is successfully arrested by the barrier from the perpendicular direction. In order to be DOS certified at any rating, the penetration of the cargo bed must not exceed 1 meter (3.3 ft) beyond the pre-impact inside edge of the barrier. d) The total bollard height when in the raised position shall be no less than 36 inches above the roadway surface and shall have an outside diameter of no less than 12 inches. Other information may be requested after initial response, either from individual respondents or all respondents. This notice is the only document that will be published notifying potential offerors of the government's intent. Offerors are advised that information provided to the Government in regard to the product components proposed will be considered proprietary information (unless clearly marked as available to the general public) and will not be released to the public or other offerors. The government may retain this information for its records indefinitely. Any vendor wishing to propose a perimeter protective barrier system must provide a copy of all relevant data and currently available independent test results demonstrating the equivalent alternative system satisfies the above requirements, by 18 September 2013 at 4:00PM EST, to Matthew Lubiak, U.S. Army Corps of Engineers, New York District, Contracting Division, 26 Federal Plaza, Room 1843, N.Y., New York 10278.
