- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA4625-13-Q-0051. This procurement is a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 332510. For the purpose of this procurement the small business size standard is 500 Employees. All offers are to remain valid for a period of 30 days. *A site visit will be held on 19 Sep 2013 @1:00 PM CST. Interested attendees will need to make reservations by requesting attendance to 509cons.sollgcb@us.af.mil by 18 Sep 2013 @ 5:00 PM CST. Attendance is strictly limited to 2 individuals per firm. Attendance at the site visit is not mandatory for submitting a quotation; but recommended. All questions will be due by 20 Sep 2103 @ 3:00 PM CST. FAR 52.212-1 Instructions to Offerors -- Commercial Items is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda: 1. To assure timely and equitable evaluation of the quotes received, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of two (2) parts: Part I - Technical Specifications, Part II - Price Quote. Technical Specifications and Price Quotes shall not exceed twelve (12) pages total. Part I needs to contain company/trade information on the parts and equipment contained within the quote. 2. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness. 3. Specific Instructions: a. PART 1- TECHNICAL SPECIFICATIONS - Submit one (1) copy of technical capability narrative, limit to eleven (11) pages. b. PART 2- PRICE - Submit one (1) copy of price schedule, documentation is limited to one (1) page. FAR 52.212-2 Evaluation -- Commercial Items is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; The lowest priced offer will be evaluated for technical acceptability. If found technically acceptable award, the will be made without further consideration. If found technically unacceptable; the government will evaluate the next lowest offer for technical acceptability until award can be made to the lowest priced technically offeror. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
