- Competitive Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as Request for Quotation (RFQ) No. DOL132J12009. (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations. The North American Industry Classification System code is 541990 at $14M size standard. (vi) LINE ITEM 0001: The contractor shall provide an evaluation tool that offers a comprehensive assessment on the health and future viability of a company based on 1,000 Reports X 12 MO = $_________. (v) The Period of Performance is September 30, 2013 through September 29, 2014. FAR PROVISIONS: (viii) The provisions at 52.212-1, Instructions to Offerors-Commercial Items. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.Late offers - Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is late and will not be considered. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follows: 52.252-1, 52.252-5: (b) 52.212-2 (xi) EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal will be the most advantageous on the basis of price, technical capability, and delivery (b) A written notice of award or acceptance of an offer, shall be e-mailed to the successful offeror within a reasonable time specified by the government. Before the offer's specified expiration time, the Government may accept an offer whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offeror must include, with its offer, a completed copy of provision FAR 52.212-3 in full text. FAR CLAUSES: (xii) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated. Addendum to FAR Clause 52.212-4 applies to this acquisition, specifically the following cited clauses: 52.209-6, 52.212-1, 52.214-34, 52.214-35, 52.223-5, 52.232-18, 52.233-3, 52.233-4, 52.237-2, 52.242-15, 52.246-1, 52.247-34, 52.252-2, 52.252-6(b), 52.253-1(xiii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Status of Executive Orders-Commercial Items apply to this acquisition, specifically, the following cited clauses: 52.219-6, 52.222-3, 52.222-19 52.222-21, 52.222-26, 52.222-35, 52.222.36, 52.222-37, and 52.232-33, 52.232-36, 52-333-3, 52.333-4. (xvii) All responses must be received no later than 2:00 pm Eastern Standard Time, 17 September 2013 via e-mail to gantt.joan@bls.gov. NOTE: Any prospective Offeror must first register in the System for Award Management (SAM) at www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans and specifications for this solicitation. Questions concerning this solicitation should be addressed to Lasondia Chaney, Contracting Officer, Phone (202) 691-6044, E-mail to chaney.lasondia@bls.gov Statement of Work Objective: The Bureau of Labor Statistics has a need to evaluate potential contractors for financial stability, debarment of other information that would identify establishments as viable long term partners. During the acquisition process, BLS would need to identify financial risk determinations and assess a firm size and composite credit appraisals. Scope of work: The contractor shall provide an evaluation tool that offers a comprehensive assessment on the health and future viability of a company based on 1,000 reports. The contractor's viability rating should help the government to answer fundamental questions such as: Is this company viable? Do I want to initiate or continue a relationship with this business? Do I have complete confidence in the depth of data driving my decision? Do I have complete visibility in to the financial performance of this business? The Contractor's Viability Rating should contain four components: 1. Assesses the risk that a company will no longer be in business in the next 12 months. 2. Comparison of a company with that of similar businesses including available financial data, trade payments, and business activity. 3. Data Indicator to include how much business intelligence is known about a company based on availability of predictive information. 4. A Company Profile which examines how established a company is based on a combination of financial and demographic categories. The Contractor's Information Report shall include: 1. Rating showing company net worth and risk indicator 2. Breakdown of credit behavior by industry 3. Business history, ownership details, operational information and UCC filing 4. Detailed information about liens, judgments, bankruptcies, and critical events 5. Provide a complete risk management report, designed to help assess a new and existing business relationships. 6. This report should combine the background, payments, and financial information from Business Information Report with the power of the contractor to predict scores, helping to determine both the current profile and future outlook for an account. Deliverables: (a) Predictive scores (b) Supporting data to help BLS to understand what the scores mean (c) Comparisons of company performance with D&B industry norms for standard financial Ratios, timelines of payment, credit risk and financial stress (d) Summarize business information on payment trends, financial performance, public record fillings and company operations to support your own assessment of an account (e) Credit Limit Recommendation: Provide a benchmark of how much credit to extend, based on the contractor's predictive scores and analysis of similar businesses. (f) Payment Trend Profile: Contractor shall show the business payment trend over the past Year including industry comparison.
