Description
Solicitation Statement of Work past performance Post of duty is: 99 New York Avenue, NE, Washington, DC 20226. YOU MUST BE ABLE TO COMMUTE DAILY TO THE PERSONNEL SECURITY BRANCH OFFICE IN WASHINGTON, DC ATF intends to issue, to multiple contractors, a Blanket Purchase Agreement (BPA) that will be available for placing orders. A BPA may be awarded to various contractors depending on the needs of the PSB. Proposals will be accepted beginning September 13, 2013 through September 27, 2013. All responses will be evaluated and a sufficient number of awards will be made to the most advantageous (most highly rated) contractors. ATF's objective is to provide a sufficient number of contractors, to ensure prompt and efficient performance of personnel security services. Due to the nature of the Federal Personnel Security Program, changes in policies, procedures and guidelines are subject to change without notice. Therefore, ATF and the PSB reserve the right to modify the terms of the BPA and accompanied Statement of Work (SOW) at any time. All vendors currently contracted under a BPA and any new contractors thereafter, agree to adhere to any new or updated requirements, policies and/or procedures. This solicitation is issued to state that any individual BPA that is awarded will have a period of performance for twelve (12) months from the time of award. At the conclusion of twelve (12) months, a contractor must re-apply through a solicitation to be evaluated and considered for issuance of a new BPA. Contractors selected from their responses to this solicitation will be offered a BPA. A BPA is not a contract. A BPA is a simplified method of procuring quantities of supplies or services that selected vendors are in a position to furnish and eliminate the need for more complex acquisition methods. There will be no minimum or maximum guaranteed quantity. All calls/orders must be acknowledged and accepted by the selected vendor, or the call will be transferred to another vendor. Calls/orders may be competed among all vendors at the same time, upon the discretion of the ATF representative. The BPA and the contractor's responsibilities thereunder are subject changes in Federal law, regulation and policy, which may include, but are not limited to, procedural changes related to the use of government equipment, security procedures and investigative priorities. Modifications may be sent to vendors via mail or electronic mail. The North American Industry Classification System Code (NAICS) is 561611 Investigation Services. A BPA is not a contract and the terms are not negotiable. Orders tasked in accordance with a BPA will be issued by ATF and services to be conducted will be identified by the PSB. A BPA does not state or imply that ATF must place any future orders with the contractor. The contractor is a service provider to ATF under mutually agreed upon terms of the BPA. However, the contractor is bound to ATF security requirements as established by the Bureau as and any other requirements imposed by ATF during the term of the BPA. ATF will reimburse contractors based on the rates as outlined in the current SOW. Contractors are hereby informed that if offered a BPA, the contractor is responsible for filing his/her own state and Federal taxes. ATF will provide a 1099-Misc tax form to qualified contractors. ATF is not required to provide a 1099-Misc form to any vendor who is incorporated and/or does not receive at minimum of $600 during any calendar year. The following clauses are incorporated in full force: FAR Part 52.212.1 Instructions to Offeror - Commercial Items (Oct. 00) and FAR 52.212-4, Contract Terms and Conditions-Commercial Items Required to Implement Statutes or Executive Orders-Commercial (incorporated by reference). If a contractor is awarded a BPA, he/she shall complete a copy of the provisions at FAR 52.212-3, Offeror Representation and Certifications-Commercial Items and FAR 52.209-5, Certification Regarding Responsibility Matters. The contractor shall also provide a statement proving he/she has read and understands the term and conditions set forth in the FAR 52.212-4.
