REQUEST FOR INFORMATION TO OBTAIN COMMENTS FROM INDUSTRY PERTAINING TO A DRAFT PERFORMANCE WORK STATEMENT (PWS) - CURRICULUM DEVELOPMENT SERVICES FOR THE DEPARTMENT OF VETERANS AFFAIRS (VA) VA ACQUISITION ACADEMY (VAAA) BACKGROUND: The Department of Veterans Affairs (VA), Strategic Acquisition Center (SAC), is seeking meaningful comments and feedback from interested stakeholders on the attached draft Performance Work Statement (PWS) document. The process of issuance of this draft PWS by VA and the subsequent submission of feedback/comments from industry is considered an exchange of information before receipt of proposals (FAR 15.201). The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services, including construction, at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. DISCLAIMER: This DRAFT PWS is issued solely for information and planning purposes ONLY and does not constitute a Request for Proposals (RFP), a Request for Quotes (RFQ), an Invitation for Bids (IFB), or any other solicitation vehicle. All information received in response to this DRAFT PWS that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this DRAFT PWS. DESCRIPTION OF SERVICES: The Veterans Affairs Acquisition Academy (VAAA) was created in 2008 to address the growing acquisition workforce challenge facing the Department of Veterans Affairs (VA) and the Federal Government overall. There are five (5) professional schools that belong to the VAAA: Project/Program Management School (PM School), Supply Chain Management School (SCMS), Facilities Management School (FMS), Contracting Professionals School (CPS), and Acquisition Intern School (AIS). The VAAA intends to develop a multiple-award vehicle for curriculum development for the five schools listed above. This requirement includes the scope of instructional design, release management, content development, delivery facilitation and instruction, and train-the-trainer activities. Due to the vision and commission of each of the schools within VAAA, VA requires, and the Contractor(s) shall furnish, continuous Curriculum Development services for training acquisition personnel enterprise-wide. COMMENT/RESPONSE PROCESS: All comments and feedback shall clearly identify and reference the specific line, section, and page of the draft solicitation of which they pertain. In any event that feedback or comments are general in nature, they shall be labeled "general comments" and compiled logically together on a singular and separate document. Parties may use the Microsoft "track changes" feature ONLY if inserting "comments" into the margin. DO NOT make deletions, insertions, or move information from one portion of the document to another. In addition to providing questions/comments on the Draft PWS, Contractors are encouraged to submit the following: 1-Contractor information to include: a.Contractor name, address, and contact information b.Business type (small, other than small, non-profit, etc.) c.Business capabilities to meet current requirement 2-List of concerns/comments pertaining to Draft PWS, specifically concerning: a.VA 508 compliance b.Any items leading to misunderstandings and/or are unclear with recommended changes c.Any specific requirement that would limit ability to compete d.Any items a contractor believes is not fully considered, or not considered at all e.Factors the contractor would distinguish their capabilities from competitors. CONTRACTORS SUBMITTING INFORMATION AS OUTLINED ABOVE WILL BE PLACED ON A "SPECIFIC INVITATION" LIST, WHEREBY IF A SOLICITATION FOR THIS REQUIREMENT IS RELEASED ON FEDBIZOPPS, CONTRACTORS WILL RECEIVE A DIRECT NOTICE (VIA E-MAIL TO THE POINT OF CONTACT PROVIDED) WITHIN 24 HOURS IT IS POSTED. Note: This only applies if a solicitation is released prior to December 31st, 2013 The last day for feedback and comments for this draft solicitation is 12:00 noon (EDT) on September 26, 2013 and must be submitted in writing to Adam Spacht at Adam.Spacht@va.gov and Nicole Williams at Nicole.Williams6@va.gov. Submissions after this date may not be reviewed. The Government will not be responsible for Government receipt of feedback, comments, or questions. Parties may follow-up by phone or e-mail to insure receipt feedback, comments, or questions. In order to provide an opportunity to all interested parties, the Government reserves the right to assemble submitted questions, consolidate them (while eliminating specific contractor identification information), and provide a generalized response, either as an RFI amendment or a special notice. CONTRACT DURATION: Anticipated performance period is a base term of 60-months with no options. NAICS CODE: 611710 SIZE STANDARD: $14 Million METHOD OF AWARD: THIS PROCUREMENT MAY ULTIMATELY BE SET-ASIDE 100% FOR SMALL BUSINESSES WITH THE POTENTIAL FOR A FURTHER LIMITATION TO SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSBs) OR FOR VETERAN-OWNED SMALL BUSINESSES (VOSBs) depending on market research results. THE GOVERNMENT CONTEMPLATES AWARD OF A MULTIPLE-AWARD INDEFINATE-DELIVERY INDEFINATE-QUANTIY (IDIQ) CONTRACT WITH FIRM FIXED-PRICE, LABOR HOUR, OR HYBRID TASK ORDERS. Award is anticipated to be made on a competitive basis under Federal Acquisitions Regulations (FAR) Parts 12 and 15 to a responsible and responsive business responding to the final solicitation, if published. There is no solicitation at this time nor is there an anticipated date for release of a solicitation for this requirement.
