Description
SPECIAL NOTICE FOR Space Utilization Assessment Services for Installation Management Command (IMCOM) LOCATED on Joint Base San Antonio (JBSA), TX The Mission and Installation Contracting Command (MICC), Joint Base San Antonio (JBSA), intends to solicit competitive proposals restricted to small business and award a Requirements, Contract for the procurement of Space Utilization Assessment services for the Installation Management Command (IMCOM). Offerors will be required to demonstrate their ability to provide Space Utilization Assessment services at Army Installations CONUS and OCONUS. The IMCOM is responsible for operations, maintenance and sustainment of installations throughout the world. These installations provide housing, administrative space, and training, recreational, and other facilities and programs to support the most deserving soldiers and their families. The installations also serve as power projection platforms for the deployment of combat ready forces. In addition to providing quality care and services, the installations are responsible for the stewardship of Army resources such as building utilization. Services are required to conduct space utilization assessments at various Army installations to determine actual usage, identify issues and challenges, and recommend both no cost and low cost initiatives to optimize the efficient use of the physical resources to effectively fulfill the organization's mission and purpose. The proposed performance period for this Requirements contract is a base year plus four (4) 12-month option periods. The total estimated value for this procurement is estimated at $8,000,000.00 Mil for the base and four (4) 12-month option periods. Award type will be firm fixed price. Anticipated contract award date is approximately 1 December 2013. Request for Proposal will be issued on or about 1 October 2013 and proposals will be due on or about 31 October 2013. The solicitation will be posted on GSA Advantage for GSA small business schedule contract holders only. The North American Industry Classification System (NAICS) Code(s) for this acquisition is 541614 - Process, Physical Distribution, and Logistics Consulting Services (Subgroup: Efficiency Management Consulting Services), the size standard for this NAICS code is $14.0M. No paper, email or fax copies will be provided. Responsibility for obtaining the solicitation and any amendments rests solely with potential offerors. The solicitation will include all necessary information and instructions. Request for information received prior to solicitation issue will not be addressed. Proposals will be considered from responsible small businesses with a current GSA schedule contract. Information contained herein is subject to change and does not bind the Government to any action or responsibility for any costs arising from proposal preparation or other efforts resulting from this notice. The Contractor is responsible for obtaining the solicitation, amendments, and any other documentation from the GSA Advantage eBuy webpage. Qualified interested parties may submit responses to this notice to MAJ Michael Ozols via email at michael.o.ozols.mil@mail.mil by not later than 10:00 a.m. CST 23 Sep 2013. This is NOT a solicitation. In accordance with FAR 15.201(c)(5), responses to this are not offers and will not be accepted by the government to form a binding contract. No solicitation document exists at this time. No contractual action will be initiated, considered, or awarded based on this notice. No reimbursement will be made for any costs associated with providing information in response to this notice. Information submitted by the interested parties is provided on a strictly voluntary basis.
