- The U.S. Securities and Exchange Commission (SEC) intends to award a sole source firm fixed-price order to the Practising Law Institute (PLI). This sole source order is for a one-year membership under PLI’s Privileged Membership program and Discover PLUS. The purpose of the membership is to provide all SEC employees and interns the ability to participate in and attend programs delivered in a variety of formats on substantive areas of law, professionalism and legal skills, including program materials and handbooks. The issues and topics covered span both the breadth of subject areas addressed by the SEC and the variety of businesses reviewed, regulated or affected by the work of the SEC including but not limited to accounting, securities, financial services, economic analysis, administrative law, antitrust, banking, bankruptcy and restructuring, ERISA, ethics and professional responsibility, health care, insurance, intellectual property, litigation, municipal law, patent, privacy, real estate and tax. The formats of the programs offered include live seminars, webcasts, group casts, audio download (MP 3), web segments, video download (MP 4), on-demand web, and audio-only web programs and possibly others. Among the live programs offered is a 2-day program in Washington, D.C. for securities industry participants and securities lawyers featuring speakers employed by the U.S. Securities and Exchange Commission (SEC Speaks). For each program, CLE credit is available as permitted under varying bar requirements. The period of performance shall be one year. The SEC intends to solicit and negotiate with only one source under authority of FAR 13. PLI is the only known firm currently mobilized to operate this program. Interested organizations may submit their capability statements and qualifications for the provision of this requirement, which may or may not be considered by the SEC. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. This is a Notice of Intent, not a solicitation. No solicitation will be issued for this sole source requirement and no other information will be provided.
