Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STREAMLINED SOLICITATION: i.This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii.The solicitation number is W912QM-13-Q-0104 and is issued as a Request for Quote (RFQ). iii.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69, effective date 3 September 2013. iv.The associated North American Industrial Classification System (NAICS) code for this procurement is 323111, Commercial Printing with a small business size standard of 500 employees. This requirement is not being set aside for Small Businesses. v. (All in accordance with attached PWS) 6 (MO)10 business days after date of award. vi.0th CSB410th CSB Regional Contracting Office, at Building D-10, Soto Cano Air Base, Palmerola, Comayagua, Honduras requires the following: Provide dissemination, printing and maintenance for two sets of six (6) billboards measuring approximately 10 MTS. X 6 MTS. Art designs of billboards being changed at third month of contract commencement. Seven different art design totaling thirty five (35) publicity murals also known as (MUPI), five different art design totaling twenty five thousand (25,000) 5 quote mark X 8 quote mark handbills using COUCH B.80 paper, a total of two thousand seven hundred (2,700) one minute movie theater spots disseminated four hundred and fifty times a month, seven (7) rear bus cover advertisements each with a different art design and seven different art design posters totaling one thousand five hundred (1,500) 11 quote mark X 17 quote mark posters. GENERAL. C.1.1. SCOPE OF WORKS: The Contractor shall furnish all management, supervision, personnel, training, equipment, material, supplies, and any other equipment and personnel to accomplish the task of providing printing, dissemination, dissemination, and maintenance of all visual products in support of Military Information Support Team (MIST) Honduras program specified herein, except as specified as Government furnished. Services shall be provided during the hours and days specified herein. C.2. DESCRIPTION: Provide dissemination, printing and maintenance for two sets of six (6) billboards measuring approximately 10 MTS. X 6 MTS. Art designs of billboards being changed at third month of contract commencement. Option Period 1: 30 March 2014 thru 29 September 2014 C.4. REQUIRED DELIVERY DATE: Example of printed products to be delivered NLT Ten (10) business days after contract award; contractor shall convene a meeting at contractor's office at this time to review products. Once printed product has been reviewed and is approved for dissemination by MIST, twelve thousand five hundred (12,500) handbills, seven hundred and fifty (750) posters, six (6) billboards, thirty five (35) MUPI, two thousand seven hundred (2,700) one minute movie theater spots disseminated four hundred and fifty (450) times monthly, and (7) rear bus cover advertisements. All products are to be printed and disseminated starting on or about October 1, 2013. Printing and dissemination for remaining twelve thousand five hundred (12,500) handbills and seven hundred and fifty (750) posters will be on or about January 1, 2014. All other products will be disseminated monthly until completion of contract on March 31, 2014. Dissemination guidelines outlined below: C.5. SPECIFICATIONS: The Contractor shall provide the following services to include printing and dissemination of all products to locations, by quantity and on targeted dates during the period specified herein: a.Twelve thousand five hundred (12,500) handbills, and seven hundred and fifty (750) posters, six (6) billboards, thirty five (35) MUPI,, (7) rear bus cover advertisements and four hundred and fifty (450) movie theater spots to be printed and disseminated as outlined on October 1, 2013: I.Three thousand, seven hundred, and fifty (3,750) handbills, and two hundred and fifty (250) posters disseminated beginning on or about October 1, 2013 and on or about January 1, 2014 throughout the following cities; Santa Ana, Chalchuapa, Metapan, Izalco, Sonsonate, Ahuachapan. Quantity per city and location of billboards, MUPI and buses will be based on population and marketing firm's analysis with approval of MIST. Two (2) billboards, ten (10) MUPI and 2 buses will be up and running during the six month duration of contract amongst the cities mentioned above. The billboards, MUPI and buses will have messages replaced at third month of contract commencement (January 1, 2014). II.Seven thousand (7,000) handbills, three hundred and seventy five (375) posters disseminated beginning on or about October 1, 2013 and on or about January 1, 2014 throughout the following cities; San Salvador, Soyapango, Mejicanos, Apopa, Delgado, Ilopago, Tonacatepeque, San Martin, Cuscatancingo, Santa Tecla, and Colon. Quantity per city and location of billboards, MUPI, and buses will be based on population and marketing firm's analysis with approval of MIST. Two (2) billboards, twenty (20) MUPI and 3 buses will be up and running during the six month duration of contract amongst the cities mentioned above. The billboards, MUPI and buses will have messages replaced at third month of contract commencement (January 1, 2014). III.One thousand seven hundred and fifty (1,750) handbills, one hundred and twenty five (125) posters disseminated beginning on or about October 1, 2013 and on or about January 1, 2014 throughout the following cities; San Miguel and Usulutan. Quantity per city and location of billboards, MUPI, and buses will be based on population and marketing firm's analysis with approval of MIST. Two (2) billboards, five (5) MUPI and 2 buses will be up and running during the six month duration of contract amongst cities mentioned above. The billboards, MUPI and buses will have messages replaced at third month of contract commencement b.Dissemination of four hundred and fifty one minute movie theater spots at the movie theater chain CINEAPOLIS in EL Salvador as outlined: I. One hundred and fifty movie theater spots playing at quote mark COMPLEJO GALER AS quote mark monthly, one hundred and fifty movie theater spots playing at quote mark COMPLEJO MULTIPLAZA quote mark monthly and one hundred and fifty movie theater spots playing at quote mark METROCENTRO SANTA ANA quote mark monthly totaling four hundred and fifty, one minute movie theater spots monthly, from 01 October 2013 through 31 March 2014 to complete the dissemination of the contracted two thousand seven hundred (2,700) one minute movie theater spots in the C.2. DESCRIPTION section. C.6. COMMUNICATION PERFORMANCE: All decisions of product placement locations can be recommended by contractor, final approval will be made by MIST and any request to change billboard or MUPI locations, as well as request to relocate media product after initial approval of MIST will be submitted in writing to MIST, and done at no additional cost if authorized by MIST. C.6.3. The Contractor shall be responsible for all equipment maintenance and supplies for operation. C.6.4. The Contractor shall certify in writing the performance, serviceability and function of the services provided prior to the end of each month. C.6.5. The Contractor shall conduct joint inventory of services provided upon initiation of the contract with the Contracting Officer Representative (COR) and every subsequent month before dissemination of the following month's products. The Government will provide a COR to coordinate administrative, logistical and miscellaneous issues with the vendor. This COR may not make any changes to the terms, conditions, standards, or cost of the contract. C.7. LOSS OR DAMAGE BEYOND FAIR WEAR AND TEAR: No repair work on any damaged equipment will be charged to the US Government for usage to produce, disseminate or advertise products. Contractor will be responsible for maintenance of all products and ensure visibility remains intact and in good standing throughout contract duration, any cost to maintain items such as billboards or publicity murals will be at contractors cost. The Contractor is cautioned that any repairs accomplished without the KO's authorization is done at their risk and expense and will not be reimbursed by the U.S. Government. In the event of lost products, or damaged murals, billboards other than normal wear and tear should be replaced by contractor at their cost. C. 8. OPERATIONS SECURITY: The contractor shall take appropriate security measures to protect government critical and sensitive information if applicable. Neither the Contractor nor any of its contract service providers shall disclose, or cause disclosure of any information concerning government operations and activities which could result in, or increase the likelihood of, the possible breach of the activity's security or interrupt the continuity of operations. Contractor will provide sub-contractors only required information to accomplish services and/or products delivery. C.8.1. Personnel shall not sketch or take photos of government facilities, activities or personnel, unless related to service to be provided. Personnel shall not post or discuss government facilities or activities on any unauthorized public access media. All government paper products and removable digital storage material that is received, generated, or stored during the contract will be destroyed completely when no longer needed to preclude recognition of information. C.9. FORCE PROTECTION C.9.1. The Government retains the right to exclude any employee from performance of duties under this contract if a security check reveals information an employee is a security risk. The exclusion of an employee for security reasons will not relieve the Contractor from performance of services required under this contract. Contract employees shall present a valid picture ID to gain access to Government contracted facilities. C.10.
