THIS NOTICE HAS BEEN AMENDED TO REMOVE THE FORT DETRICK BUSINESS DEVELOPMENT OFFICE WEBSITE AND REPLACE THE WEBSITE TO VIEW ALL BUSINESS OPPORTUNITIES TO SUPPORT THE FNL UNDER THE FFRDC'S PRIME CONTRACT. THE NEW WEBSITE IS: http://frederick.cancer.gov/Services/SaicSubcontractingOpps.aspx THIS NOTICE HAS BEEN AMENDED TO CHANGE THE PRIMARY POINT OF CONTACT EMAIL ADDRESS TO: ncifredpurchasing@mail.nih.gov Special Notice of Subcontract Opportunities at the Frederick National Laboratory for Cancer Research (Notice for Calendar Quarter 08/08/13-11/07/13) This Special Notice is not a formal Invitation for Bid (IFB), Request for Proposal (RFP), Request for Quotation (RFQ) nor any type of solicitation for offers. In accordance with FAR 15.201(d), this special notice is intended FOR INFORMATIONAL PURPOSES ONLY in order to: 1) publicize the requirements of the Frederick National Laboratory for Cancer Research (FNL); and 2) increase participation by qualified HUBZone small business, small, small disadvantaged, women-owned small business, veteran-owned small business and service-disabled veteran-owned small business concerns, as applicable. The Government assumes no liability for reimbursement for any effort or associated costs to respond, nor for any information provided as a result of this notice as no information is being requested. Please be advised that any submissions provided despite the aforementioned notice that no information is requested become Government property and will not be returned, nor will there be any ensuing discussions or debriefings of any responses. Responses submitted to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site and any sites referenced herein for additional information pertaining to business opportunities with the FNL, if any. The FNL is a Government-Owned Contractor-Operated (GOCO) Federally Funded Research and Development Center (FFRDC) located at Fort Detrick, Maryland. The FNL partners with university, government, and corporate scientists to speed the translation of laboratory research into new diagnostic tests and treatments for cancer and AIDS. FNL is a multi-program laboratory currently operated by SAIC-Frederick, Incorporated (SAIC-F), a wholly-owned subsidiary of Science Applications International Corporation (SAIC), for the National Cancer Institute (NCI) under prime contract HHSN261200800001E which provides Operations and Technical Support (OTS) for the Frederick National Lab. With a unique array of advanced technologies, the Frederick National Lab focuses on bridging the gap between discovery and healthcare delivery; accelerating the development of new technologies and prototype treatments for patients; and paving the way for new advances to enter clinical trials for testing, approval, and delivery to patients via the commercial sector. A significant portion of the OTS prime contract with SAIC-Frederick includes the responsibility for operating the FNL facility and procuring services and products in support of the FNL. The services and products SAIC-Frederick procures under subcontracts or purchase orders vary widely, but a representative sample includes (but is not limited to) the following: Research Services: Tumor Specimen Collection - Capable sources should be able to provide tumor specimens that are collected retrospectively (tissues that had already been collected and stored) or prospectively (tissues that will be collected in the future). Of particular interest are specimens from racially/ethnically diverse patients in order to address disparities and better understand cancer prevention, diagnosis and treatment for all. Selection of Antibodies - Capable sources should be able to construct and select error-prone libraries for antigens targeting the Motavizumab antibody to RSV. Of particular interest are recombinant phages with high affinity to many different neutralizing antibodies to HIV-1. Genomic Characterization - Capable sources should be able to undertake the genomic and molecular characterization of cell line panels and the deposition of the data and information usable to all members of the scientific community at large. Cancer Genetics Research File Storage - The amount of data produced by genomic technologies grows at a staggering rate, as much as 4TB per month. Capable sources should be able to install, configure, and put into production a large-scale data archiving solution creating a stable, manageable, and effective storage environment for all data.
