- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR Part 6.302-1 quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements quote mark, this notice is to inform that the government intends to award a Firm Fixed Priced Sole Source Contract to Reed Elsevier, Inc. (LEXISNEXIS) CAGE: 1VVN8 Period of Performance (POP): Base 30 Sep 2013 to 29 Sep 2014 with 2 Option Years Location: Office Chief of Public Affairs, 1500 Army Pentagon, Room 1E487 The Pentagon, Washington DC 20310 Description: Contractor shall provide software that provides customized, commercially-available media monitor, capture and analysis software to assist Public Affairs in analyzing the content and quantity of media coverage on Army issues, initiatives, and programs; (2) The program must provide the capability to examine, count, analyze, and evaluate media coverage from national, regional, local and trade publications, the top 10 television markets and daily verbatim transcripts from 10 other select TV markets (all based on Nielsen or Arbitron rankings); examine, count, analyze, and evaluate media coverage from radio stations in the top 10 markets (based on Nielsen or Arbitron ratings); and examine, count, analyze, and evaluate media coverage of Army stories on major domestic and news services, I.A.W. attached statement of work. This notice is valid until Thursday, September 12, 2013. This is NOT a Request for Proposals. The Government does not intend to submit a solicitation for proposals. The Government shall not be liable for or suffer any consequential damages for any technical information provided. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. There is NO solicitation document. This notice is NOT a Request for Quotes. Interested firms may send a capabilities statement via email to Army Contracting Command - Redstone, ATTN: Mr. Peter Osuigwe at peter.a.osuigwe.civ@mail.mil. Capability statements must be received by this office within three (3) calendar days from publication of this notice. This purchase will be under FAR Part 12 quote mark Acquisition of Commercial Items quote mark and FAR Part 13 quote mark Simplified Acquisition Procedures quote mark.
