Description
AMENDMENT 002 The above referenced solicitation is hereby amended to incorporate changes to the technical specifications and extend the due date for quotations. The due date for quotations is hereby extended through 12:00 noon on Tuesday, September 17, 2013. Revisions to technical specifications are incorporated within the context of the solicitation below. Changes have been highlighted in bold. END OF AMENDMENT THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested offerors may submit a quote. The National Institute of Standards and Technology's (NIST), Material Measurement Laboratory (MML), Biomolecular Structure and Function Group, has a requirement for a bioreactor. The Bioreactor will be used to grow eukaryotic cells for the expression and purification of proteins important in the pharmaceutical industries. The bioreactor will enhance the capabilities of the Biomolecular Labeling Laboratory for internal and external users. LINE ITEMS All interested quoters shall provide a quote for the following line items: LINE ITEM 0001: Quantity one (1) each Bioreactor. The system must meet all of the required specifications identified herein. All equipment must be new. Used or remanufactured equipment shall not be considered for award. 1. A dual bioreactor system that is capable of operating two bioreactors simultaneously; 2. All software and the required controlling, operating, and reporting capabilities needed to operate the bioreactor; 3. System must operate at low and high temperatures between 10 - 60 degrees C; 4. Can handle different cell types; 5. Can handle different growth conditions; 6. Capability to culture volumes from 3.0-10.0L; 7. Mass flow controllers for four independent sparging gases; 8. Mass flow controller for overlay; 9. Modern process monitoring software capable of executing cascade adn input-dependent loops, recipe generation, and data acquisition; 10. At least four pumps with fulll integration into cascade and/or process loops; 9. Warranty. 90 day warranty on all parts, labor and material. The warranty shall commence after successful completion of acceptance testing. LINE ITEM 0002: INSTALLATION The Contractor shall install the Bioreactor within 30 days of delivery to the site. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, set-up and hook-up of the system, demonstration of all required specifications, and removal of trash. The Contractor shall perform testing in the presence of a NIST staff scientist to demonstrate that the system meets all minimum specifications. DELIVERY Delivery shall be completed not later than 120 days from the date of award. Delivery terms shall be FOB Destination. FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. EVALUATION OF QUOTATIONS Award will be made on a technically acceptable/low price basis. Technically acceptable means the quoted equipment is new and meets all required specifications. In accordance with FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, offerors must complete annual representations and certifications on-line at www.SAM.Gov. If paragraph (j) of the provision applies, a written submission is required. REQUIRED SUBMISSIONS All quoters shall submit the following: 1) An original and one copy of an FOB Destination price quotation which addresses all Line Items; 2) Two (2) originals of technical description and/or product literature. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the minimum specifications stated herein. It is the responsibility of the quoter to ensure that all minimum specifications are clearly documented; 3) A description of the proposed warranty; 4) This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) 5) The DUNS number for the quoter's active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov when the quotation is submitted to be considered for award; 6) The name of the manufacturer, business size of the manufacturer and the city and state of manufacture for the quoted equipment. All quotes must be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Carol A. Wood, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 12:00 noon Eastern Time on Tuesday, September 17, 2013. E-MAIL QUOTES SHALL BE ACCEPTED. FAX QUOTES SHALL NOT BE ACCEPTED. E-mail quotes will be considered received when they enter into the electronic inbox of Carol Wood.
