Description
Broad Agency Annoucement (BAA) for Military Uniform System Technology (MUST) Research and Development This notice constitutes a combined synopsis/ Broad Agency Announcement (BAA) for the acquisition of research and development in accordance with Federal Acquisition Regulation 35.016 Broad agency announcement, as supplemented with additional information included in this notice. No formal solicitation will be issued. Only the information provided in this notice is available. Requests for formal solicitations shall be disregarded. The MUST BAA will remain open for five (5) years. The MUST BAA will have a one-time initial closing date for receipt of proposals, 45 days after first published on FEDBIZOPs. The Government anticipates awarding multiple Indefinite Delivery, Indefinite Quantity (IDIQs) contracts, otherwise known as Partner Contracts as a result of this BAA. Each IDIQ Partner Contract will be awarded a funded task order for Partnership activities which includes travel in order to meet with the other Partners (i.e. other IDIQ awardees) to collaborate and identify problems and achievable improvements with measurable results in the military uniform and individual equipment supply chain. Partners as defined in this BAA are eligible to team with each other but are not required to do so. Each Partner can receive additional task orders, otherwise known as Short Term Projects (STPs) for innovative ideas. As a separate process to occur after the initial proposal/award timeframe (estimated to be August 2014), the government reserves the right to accept white papers from any interested contractor. A "MUST" white paper is an abbreviated document in which an offeror can propose a technical concept (i.e. limited to 4 pages) which is within the scope of the MUST technical areas of interest as set forth in the BAA. For those technical concepts evaluated to be viable, the offeror will be requested to provide a full proposal. Full proposals as a result of the white paper process may lead to additional MUST IDIQ/Partnership Contracts. White papers will not be accepted at the initial closing date for receipt of proposals or before initial awards are made. White papers will be accepted starting October 15 th, 2014. The Government anticipates making but is not obligated to make, multiple awards under this BAA. The Government reserves the right to select for award all, some, or none of the proposals. The primary basis for selecting proposals for acceptance shall be technical importance to agency programs, and fund availability. Cost realism and reasonableness will be considered to the extent appropriate. Please see attached BAA for more information.
