Description
The United States Air Force, AFLCMC/PZIO Operational Contracting, Wright-Patterson AFB, Ohio 45433-5344, publishes this Sole Source synopsis for informational purposes only. This proposed action is for the procurement of a Xenon light based weathering and fading Machine to be used in the Materials and Textiles Laboratory, to perform accelerated weathering and fading on different types of textiles to measure the impact of weather conditions in the battle field on the materials strength and its color, the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(c). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334516 Size standard is 500 employees. The proposed source is Atlas Material Testing Technology, Inc.; 4114 North Ravenswood Ave.; Chicago, Ill, 60613. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Government requires a weathering/fading machine that handles a sample size of at least 2"x18," and handles at least 50 samples at one time. During market research, two companies were identified that make this type of equipment: Atlas and Q-Lab Corporations. Q-Lab stated in email that it cannot meet the government requirements for specimen size or capacity. A sources sought (FA8601-13-T-0231) was posted 30 July 2013 for 10 days and received only one Response (Atlas). Atlas was found to be capable of meeting government requirements. The Department of Defense (DoD) has determined the System For Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
