- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a market search for large and small businesses in preparation for a future procurement. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements. The EPA Office of Research and Development (ORD); National Health and Environmental Effects Research Laboratory (NHEERL); Mid-Continent Ecology Division (MED) has a need for a contractor to provide the design, engineering and installation of a Vessel Propulsion System for the EPA R/V Lake Explorer II. Specific areas to be addressed in capability packages are as follows: (1) Experience in developing plans for Tier 3 main engines, reduction gear and auxiliary equipment. (2) Experience and capacity of Drydock work (3) Experience with Removal and Installation of Main Ship Propulsion System (4) Experience with Underwater Body Coating (5) Experience with Tailshafts and bearings inspections and repairs (6) Experience with Hull Inspection Ultrasonic tests (7) Experience with Dripless Shaft Seals The successful contractor shall provide all necessary labor, materials, facilities, and services in support of the efforts delineated by the Performance Work Statement (PWS). A draft PWS can be obtained from the OAM website, http://www.epa.gov/oam/cinn_cmd/index.htm. An organized site visit and one-on-one meetings with contractors to tour the vessel and collect feedback on the statement of work is scheduled for Tuesday, October 8, 2013 at 9:00 a.m. at the U.S. Army Corps of Engineers dock, 901 Minnesota Ave. Duluth, MN. Offerors planning to attend the conference must provide written notification to the contract specialist, Samantha Fuchs, fuchs.samantha@epa.gov, at least 7 calendar days prior to the conference date. Please indicate the names of any and all personnel who will be attending in your e-mail notification. One-on-one meetings will be given on a first-come, first-serve basis. It is anticipated that the solicitation and resultant contract is for repairs are considered to be Firm-Fixed Price, Commercial Items pursuant to FAR Part 12, with a one-year period of performance. The applicable NAICS code is 336611 Ship Building and Repairing with a size standard of 1,000 employees. Any interested firms should submit a capability statement which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources source synopsis.
