- Sources Sought for HVAC/DDC Preventative Maintenance and Repair Services aboard MCB, Camp Pendleton, CA SOURCES SOUGHT FOR A FIRM FIXED PRICE (FFP)/INDEFINITE DELIVERY, INDEFINITE QUANTITY (IDIQ) COMBINATION PREPRICED LINE ITEMS, PREVENTATIVE MAINTENANCE AND REPAIR SERVICE CONTRACT FOR HEATING, VENTILATION, AND AIR CONDITIONING (HVAC), DIRECT DIGITAL CONTROL (DDC) EQUIPMENT/SYSTEMS, BOILER SYSTEMS, CHILLER SYSTEMS, AND OTHER MECHANICAL SYSTEMS ABOARD MARINE CORPS BASE CAMP PENDLETON, SAN DIEGO, CALIFORNIA. This is not a solicitation announcement. This is a Sources Sought Synopsis announcement only. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within ROICC, Camp Pendleton, to facilitate the decision making process and will not be disclosed outside of the organization. This is a survey of the market for potential firms capable of providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and shall not be construed as a commitment by the Government to ultimately award a contract nor does it restrict the Government to a particular acquisition approach. Respondents will not be notified of the results of the evaluation and any information submitted by respondents to this notice is strictly voluntary. All potential offerors are reminded that they must be registered in the System for Award Management (SAM) database. ROICC, Camp Pendleton is seeking firms with current relevant experience with Preventive Maintenance, alteration and minor repair of various mechanical systems including: Heating, Ventilation, and Air Conditioning (HVAC), Direct Digital Control (DDC) Equipment/ Systems, Boiler Systems, Chiller Systems and other Mechanical Systems. There are approximately 20,000 pieces of equipment spread amongst approximately 227 Buildings across MCB, Camp Pendleton. This type of work will be performance-based, relying on the contractor's knowledge, experience and expertise in determining the best service methodology for maintaining the facilities' systems, assets, and components to a standard that prevents deterioration beyond that which results from normal wear and tear and also corrects deficiencies in a timely manner to assure full life expectancy. This type of work may include: a) develop and implement a PM program and a Quality Management System, b) perform operational checks on all systems, c) r eplace filters, d) schedule and prepare boilers for inspection and certification by the Government Boiler Inspector, e) troubleshoot non-operational or poor performing units, f) submit detailed recommendations and proposals for repairs, g) conduct an Equipment Conditions Assessment of the government provided inventory and provide a revised inventory list, h) respond to and complete necessary repairs for Routine and Emergency Service calls, i) visually inspect central controller(s) and perform a systems status check for DDC systems, j) perform a functional check and trend analysis for all DDC systems which may include: •· ensure all systems, controls and monitor points function properly in "Auto" mode •· verify control set points are correct •· verify all controlled devices are functioning properly •· inspect wiring and components for loose connections •· check unit over its range control •· check relays, pilot valves and pressure regulators for proper operation This type of work also includes related materials within the North American Industry Classification System (NAICS) code listed below. NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors with a corresponding small business size standard of $ 14.0 million. The proposed work will be procured for one base year with 4 one-year renewable options, resulting in the contract performance period of maximum 5 years. The estimated total contract price for the base year and four option years combined is $25,000,000. Task order range is estimated between $ 2,000 and $1,000,000. Primary and secondary NAICS Codes 3) Bonding Capacity: Provide your surety's name, point of contract, your maximum bonding capacity per individual project and your aggregate maximum bonding capacity. 4) Experience: Submit a maximum of 5 government or commercial contracts/projects your firm has completed in the last 3 years demonstrating your experience under this NAICS as indicated in this announcement within the cost range of $ 2,000 to $1,000,000. For each of the contracts/projects submitted for experience, provide the title; location; whether prime or subcontractor work; award and completion dates; contract or subcontract value; type of work; type of facility (office, medical, recreational buildings, BEQs); type of contract (IDIQ or other); a narrative description of the product/services provided by your firm; and customer information including point of contact, phone number, and email address. 5) Additional Information: If the project submitted was for general construction state which percentage of the total work performed was for HVAC/DDC preventative maintenance and repair services.
