Description
The United States Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source based on the following: The US Army Research Laboratory has established a mission need in the general area of Translational Neuroscience, which aims to use neuroscience approaches to the understanding of Soldier neurocognitive function in operational environments. Novel methodologies for the reliable estimation and assessment of Soldier neurocognitive performance and state are needed. Previous research indicates that detectable changes in circulating levels of specific neuromodulators, such as cortisol and testosterone, are observed in individuals experiencing stress and/or fatigue. These changes are likely to be related to electrophysiological measures of brain dynamics. The efforts under this task order will provide quantification of the concentration of neuromodulators found in biological samples provided by the Government to better understand brain dynamics that correlate with performance degradation and self-reported cognitive state under conditions of cognitive or physical stress and/or fatigue. The Government has a requirement for services of a Clinical Laboratory Improvement Amendments (CLIA) certified laboratory that specializes in the processing and analysis of salivary samples for a broad range of hormone assays. Specifically, the Army Research Lab requires quantification of cortisol and testosterone from salivary samples obtained in a frozen state from a Government facility. The quantification of analytes from human saliva requires extensive molecular biology experience, specific chemical reagents and well-maintained laboratory instruments. Furthermore, requires the use of Salimetrics products in the processing of the raw samples in order to maintain consistency across the Cognition and Neuroergonomics Collaborative Technology Alliance members. The processing human saliva generates chemical and biohazardous waste which requires special handling and disposal; therefore, testing shall be performed at the contractor's laboratory where quality control and quality assurance programs are in place to ensure the highest quality reportable results. The contractor shall be required to provide the following: 1. Isolation of analytes from salivary samples by highly experienced technical personnel to prevent sample contamination or loss. 2. Quantification of each analyte in each sample must be performed with replication. 3. Salivary samples cannot be allowed to thaw prior to isolation of analytes of interest. 4. Multiple analytes of interest may be isolated from a single salivary sample. The Government requires that the Contractor use Salimetrics kits to quantify hormones in supplied saliva samples in order to be consistent with common methodology established by the Cognition and Neuroergonomics Collaborative Technology Alliance (CaN-CTA). The contractor will be required to report findings via technical reports and notes at the conclusion of each data collection event. The Contractor shall commence work upon the receipt all samples and conclude within three months thereafter. The Government will deliver samples at the end of data collection events. There will be two to three deliveries which are expected in the fall of 2013 and late summer of 2014. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
