Description
The solicitation number is 3014775 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive order to Bruker Biospin Corporation, 15 Fortune Drive, Billerica, MA, 01821. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirement of FAR Part 6-Competition Requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, dated August 1, 2013. There are no set-aside restrictions, the associated NAICS code 334516 and the small business size standard 500 employees. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures. The National Institute of Neurological Disorders and Stroke (NINDS)-Laboratory of Functional and Molecular Imaging (LFMI) would like to purchase Renewal of the yearly maintenance contract of LFMI's 2 (two) small animal MRI systems, a 11.7T/30 cm Biospec AVIII system and a 7T/30 cm USR Biospec AVIII system. Laboratory of Functional and Molecular Imaging (LFMI) is a laboratory dedicated to developing state-of-the-art anatomical, functional, and molecular neuroimaging techniques for studying brain function in vivo. The specific emphasis is on advancing Magnetic Resonance Imaging (MRI) techniques for analysis of the brain. LFMI acquired a MRI console to operate its one-of-a-kind 11.7T/30 cm small animal MRI magnet. To add to its efforts to lead the development of small animal 7T/30 cm USR MRI research. MRI has grown into a critical imaging tool for anatomical characterization of normal and pathophysiological states in human and animal models, and these MRI systems are essential equipment in LFMI. They need to be properly maintained and serviced so as to ensure reliable operation throughout the years. The major objective of the project is to map the multimodal and association connections in the monkey central nervous system that link areas devoted to different sensory modalities and association areas of the cortex. While the anatomical experiments proposed will not in themselves provide direct functional information, they will provide the framework of the system and help direct functional studies. Without these anatomical experiments it would also be difficult to interpret the functional studies. The manufacturer of the systems, Bruker Biospin Corporation is uniquely qualified to perform the contract, as parts for the systems are only available through Bruker Biospin and cannot be acquired from any other source. Therefore, only qualified service engineers trained by Bruker Biospin can provide maintenance for the scanners. The "Parts Support" service contract includes coverage for the MRI Consoles specified in the Maintenance Contract Agreement. The MRI console is defined as the basic MRI system supplied and manufactured by Bruker Biospin Corporation and consists of the electronic components that enable observation of MRI signals excluding the magnet system, probes, computer workstation, and peripheral devices. All other components of the MRI systems are considered accessories are not covered by the maintenance contract. Bruker Biospin is the original manufacturer of LFMI's small animal MRI systems. Bruker is the only vendor qualified to offer and provide a maintenance and service contract for those systems. The Defense Priorities and Allocation System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award; the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
