Description
Deliveries St. Elizabeths West Campus. Statement of Work SF-18 RFQ Clauses (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format at FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested; and a written solicitation will not be issued. This solicitation is in accordance with the format in subpart FAR 12.603 a commercial item available in the commercial marketplace. (ii) The solicitation number for this requirement is HSCG23-13-Q-PWA297 and it is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 dated (Apr 2013). (iv) This procurement is competition for all responsible sources. Applicable North American Industry Classification System (NAICS) code is: 561622, Locksmith Contractors and Security systems services. The Department of Homeland Security, USCG Office of Contract Operations CG-9121 intends to award a firm fixed price purchase order for a firm requirement. This RFQ will be awarded with/without discussions as necessary. (v) Request for site visits. There will be no scheduled separate site visit. 1.1. (vi) Description of Requirement: (1) The contractor shall provide all management, supervision, labor, supplies, materials, equipment, tools and transportation necessary to install all locks, door knobs, deadbolts, locking hardware, latch sets, striker plates or other necessary accessory parts as outlined in the SOW at USCG Headquarters, Saint Elizabeth's Campus Washington D.C. (vii) The quotation must have a valid DUNS number and be registered with System for Award Management (SAM) (www.sam.gov) and shall provide the company TAX Information (TIN) with their offer. The close date of the RFQ is Wednesday September 18, 2013. Quotes should be sent by email to Jeffrey.E.Boice@uscg and Richard.J.Murphy@uscg.mil by 5:00 p.m. EST. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. (ii) For invoices electronically transmitted by the contractor via web based submission, the date a transmission is received by the designated billing office, and receipt confirmation is provided to the designated recipient; or (ii) The seventh day after the date on which the property is actually delivered or performance of the services is actually completed; unless- a) The agency has actually accepted the property or services before the seventh day in which case the acceptance date shall substitute for the seventh day after the delivery date; or b) A longer acceptance period is specified in the contract, in which case the date of actual acceptance or the date on which such longer acceptance period ends shall substitute for the seventh day after the delivery date; (2) On the date placed on the invoice by the contractor, when the agency fails to annotate the invoice with date of receipt of the invoice at the time of receipt (such invoice must be a proper invoice); or (3) On the date of delivery, when the contract specifies that the delivery ticket may serve as an invoice.
