Description: This procurement is a sole source award for Software License and Support. The award will be to: Denodo Technologies 530 Lytton Avenue suite 301 Palo Alto, CA 94301 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION DESCRIPTION OF PROGRAM: Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Amount: $259,500.00 1. CONTRACTING AGENCY: Bureau of Fiscal Services for HUD-OIG 2. DESCRIPTION OF ACTION: Denodo Software with Maintenance & Support 3. AUTHORITY CITED: This action is authorized under Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 4. REASON FOR AUTHORITY CITED: The most important aspect of any virtualization integration tool, by definition is that the tool must transparently access any database make or model and allow a single point of access to all of the databases regardless of their type or vendor. All data virtualization tools utilize a "behind the scene" DBMS to optimize query performance through caching of data from various sources. Of the solutions thoroughly researched, all of which are in the fourth quadrant of Forester chart for database virtualization, namely Denodo, IBM, Informatica, and Composite Software, Denodo is the only tool that: 1) Has demonstrated that it will work off of any java database connectivity (JDBC) or open database connectivity (ODBC) accessible DBMS as its "behind the scene" database and; 2) Has demonstrated and built-in the ability to access any Lotus Notes database and allow its content, including any/all attachments, to be queried by the end user on ad-hoc basis. 3) Offers the leasing option. In the case of Denodo, the "behind the scene" database (DB) is accessible and updatable by local developers or accessible through third party applications. An example of the aforementioned issue is IBM's data virtualization tool which is based on DB2 which would require a separate license and additional in-house technical resource for maintenance and tuning. Other vendor tools do not allow for end user access to the cache of the system. The following requirements are relevant to this item: • Ability to "text mine" email inboxes/systems (i.e. Outlook, Lotus Notes, etc.), index and search words/phrases within the emails, as well as any email attachment files; with the ability to tag the search results and map the finding to the original emails. • Ability to access and index unstructured data and convert it into a searchable structured database table for end users: o Unstructured data may be of various document file types (i.e. text, Word, Excel, PDF, etc.), emails on servers (i.e. Outlook, Lotus Notes, etc.), web services, and web search engines. o Converted structured database table can be queried like a database using keyword and taxonomy filters, fuzzy text matching, etc. • Hierarchical and Unstructured Data Access: o Allows for seamless access to any hierarchical data source through standard structured query language (SQL) by the end users. o Has built-in capability to open, index, and search any document type (text, Word, Excel, PDF,etc....)
