- JTWS HF DF RFI REQUEST FOR INFORMATION Joint Threat Warning System High Frequency - Directional Finding / Geo-location INTRODUCTION This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or changes by the Government will arise as an result of contractor submissions of responses to this announcement of the Government use of such information. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to other wise pay for the information submitted in response to this RFI. SCOPE United States Special Operations Command (USSOCOM) has established a requirement to acquire a High Frequency Directional Finding (HF/DF) and/or High Frequency Geo-locational (HFGEO) Signals Intelligence (SIGINT) system to support tactical SOF mission needs. The system will minimize space, weight and power to facilitate the capability to detect, collect, process and locate a wide assortment of High Frequency (2-30MHz) emitters. INTENT The intent of this RFI is to 1) Identify non-developmental items that can satisfy the requirements below 2) Identify companies that possess the technical, production, and support capabilities required to support proposed technical solutions over their lifecycle; 3) Determine technological feasibility, supportability and readiness levels of required key attributes;. 4) Assist in formalizing requirements and the acquisition strategy for the Joint Threat Warning System. REQUIREMENTS The system shall have the threshold capability to detect process and locate a wide assortment of HF emitters/signals in the 2-30 MHz range. The system shall have the means of locating emitters using any of the following methods; Converging-AoA, TDOA, FDOA, T/FDOA, TOA or any new technology not listed. The JTWS program has the requirements for a HF/DF and/or a HF-Geo capability in a Ground variant, a single-node Air variant and a Maritime variant to locate and identify Near Vertical Incidence Skywave (NVIS) and Ground Wave signals of interest. This announcement is a request for information/comment only and does not constitute a Request for Proposals (RFP), AN RFP may be posted on Feb Biz Ops at some future time. However, the Government does not guarantee any action beyond this RFI. Responses are to be submitted via email to the POCs below by 28 October 2013, 5:00pm Eastern.
