Description
Subject: Request for Information Synopsis for the United States Marine Corps (USMC) Non-Nuclear Ordnance Requirement Class V (W) process. Purpose: The purpose of this Request for Information (RFI) is to conduct market research that will be used to formulate an acquisition strategy to support the USMC Non-Nuclear Ordnance Requirement Class V (W) process. The Regional Contracting Office - National Capital Region (RCO-NCR) is requesting responses from all sources. The qualifying code for this effort is NAICS 541611. Mission Statement: The USMC, as required by the Office of the Secretary of Defense (OSD), quantifies ordnance requirements in accordance with Department of Defense (DoD) Instruction 3000.04, Department of Defense Munitions Requirements Process (DoD MRP). DoD Instruction 3000.04 establishes policy, assigns responsibilities, and prescribes procedures for generating, developing, and disseminating DoD MRP products. It is DoD policy to establish a Total Munitions Requirement (TMR), with guidance from Secretary of Defense Memorandum, "Guidance for the Development of the Force (GDF)", Secretary of Defense Memorandum, "Guidance for the Employment of the Force (GEF)", and Under Secretary of Defense for Acquisition, Technology, and Logistics (USD (AT&L)) Memorandum, "DoD MRP Implementation Guidance (DoD MRP IG)" that arm military forces to perform their assigned military missions. Additionally, the USMCNNOR Class V (W) provides the analytic base for USMC ordnance requirements and is used for POM/budget development and program assessment. The USMCNNOR methodology is compliant with the DoD MRP which defines the TMR as the sum of the War Reserve Munitions Requirement (WRMR) and the testing and training requirement (TTR). The WRMR is defined as the sum of combat requirement (CR), current operations / forward presence requirements (CO/FPR), and strategic readiness requirement (SRR). Requirement: The USMCNNOR Class V (W) process is to develop ordnance requirements for the USMC ground forces in accordance with the DoD MRP. The requirements are used to develop ordnance procurement plans and justification of budget requests in the services Planning, Programming, Budgeting and Execution process (PPBE). Objectives for this requirement include: (1) ability to update and maintain the WRMR model in accordance with DOD MRP, (2) ability to communicate and lead a team in development of highly complex documents; (3) experience in USMC Service warfare and munitions attributes, employment procedures and effects. Responses to this RFI shall not exceed 15 pages (excluding resumes), including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated above; (2) Current commercial pricing sampling of Labor categories and rates used by respondents for similar services (not included in page count); (3) Link to the respondent's General Services, or attached file of same, if these services are covered under GSA contract (not included in page count); (4) Three citations of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; for and, (5) other material relevant to establishing core competencies of the firm. Please identify business size; point of contact; phone number; fax number; e-mail address; taxpayer identification number; DUNS Number; and CAGE Code. Response is due by 2:00 P.M. EST on 20 Oct 2013. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services; issue a solicitation; nor notify respondents of the results of this RFI. No solicitation documents exist at this time. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
