This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. Solicitation number F1C3473252AL01 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. This acquisition is reserved exclusively for small business participation, IAW FAR 19.502-2. The applicable NAICS code is 332311 (Prefabricated Metal Building and Component Manufacturing) and the small business size standard for this NAICS code is 500 employees. CLIN 0001 Mobile Office Workspace Unit (1 each) CLIN 0002 Mobile Office Workspace Mobilization/Demobilization (as required) CLIN 1001 Option to Extend Lease Period from 27 September 2014 to 26 March 2015 CLIN 2001 Option to Extend Lease Period from 27 March 2015 to 27 September 2015 The United States Army at Andersen AFB, Guam requires one (1) mobile office workspace with the follow details: 16' x 40'mobile work space (min 720 sq ft) Lease period is for 27 September 2013 through 26 September 2014 Lease of workspace includes all equipment, personnel, delivery, set up, break down, and any other associated tasks for the mobile office space CAT5 capable (with modification) 110/220 volt Air Conditioning Typhoon ready (footings and tie-downs) Maintenance coverage Emergency lighting Place of Contract Performance: Northwest Field Andersen AFB, Guam The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items applies to this request. The Lowest Price Technically Acceptable (LPTA) source selection process will be used. The Government will award a contract resulting from this solicitation to the responsible concern whose quote conforming to the solicitation has the lowest overall evaluated price inclusive of shipping. To be acceptable for award, the quoted product must meet or exceed the characteristics listed in item "VI" above. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. These additional FAR provisions and clauses cited within the clause at 52.212-5 are applicable to this acquisition: FAR 52.209-6, Protecting the Governments' Interest When Subcontracting with Contractors Debarred, Suspended, or Proposed for Debarment; FAR 52.209-10, Prohibition on Contracting with Inverted Domestic Corporations; FAR 52.217-5, Evaluation of Options Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). FAR 52.217-8, Option to Extend Services The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days. FAR 52.217-9, Option to Extend the Term of the Contract The Government may extend the term of this contract by written notice to the Contractor within 10 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. If the Government exercises this option, the extended contract shall be considered to include this option clause. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 24 months.
