- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in far subpart 12.6-streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The solicitation is being issued using simplified acquisition procedures. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-68. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310. The small business size standard in millions is $7M and only small businesses shall be considered for award as this requirement is set-aside 100% for small business. The Army Research Laboratory (ARL) Composite and Hybrid Materials Branch has a requirement for preventative maintenance and calibration services for the laboratory Blue M walk-in oven used for composite material processing for the development of lightweight structures for the solider. This effort will require a one time maintenance service visit for an estimated 3 days. All interested Contractors shall provide a quote for the following: Line Item 0001: Preventative Maintenance and Calibration services for the laboratory Blue M Walk-in Oven that shall meet or exceed the following salient characteristics: A. The Contractor shall perform maintenance service to the Blue M walk-in oven serial # SM04725 in Lab of building 4600 on Aberdeen Proving Ground, Aberdeen, MD 21005. B. The contractor shall contact the Technical Point of Contract (TPOC) to schedule one (1) calibration/s and prevention maintenance visit during the period of performance. C. The Contractor shall remove the control panel enclosure, heating elements, recirculation blower motor, and thermocouples of the oven and prepare the oven for replacement parts. D. The Contractor shall replace the control panel's interior components. They shall replace the 20 horsepower (hp) recirculation motor, and belts and wires from the motor to the control panel. They shall replace the 72 heating elements and all element clips. They shall also replace the heater circuit wires from the control panel to the elements, the wire from the controller to the thermocouples thermocouples, and thermocouple wires. E. The Contractor shall supply and install Eurotherm Nanodac programmable controller or equivalent. The controller will have a female plug that is accessible through the control panel for downloading data to a computer. F. The Contractor shall supply personnel for in house labor and field service labor. F.1 The Contractor shall cover all travel and living expenses for its personnel. G. The Contractor shall supply the Technical Point of Contact (TPOC) with updated electrical prints. H. The Contractor shall verify the operation of the entire system after all updates and service work is complete. I. The Contractor shall provide onsite training for the operation of the oven at the completion of operation verification. J. The Contractor will be responsible for all shipping and freight costs of supplied material and parts associated with this service. Final acceptance shall be provided upon successful completion of delivery, installation, and demonstration of all performance specifications. The contractor shall perform maintenance services at Aberdeen Proving Ground, Building 4600, Lab 1006, Aberdeen, MD 21005. Evaluation Criteria: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed service meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their quote all descriptive procedures/material necessary for the Government to determine whether the service meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a service procedure so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed service to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical capabilities, delivery schedules (warranty fulfillment and maintenance reputation included as applicable). Offerors shall include 3 records of sales from the previous 12 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total quoted price. Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. Past Performance: Offerors must provide a list of at least three (3) references to whom the same or similar services has been provided. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; the date of delivery or the date services were completed and a description of the services sold to the three (3) references; 2. An electronic copy of a quotation which addresses the line item; 3. This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation.
