Description

This is a combined synopsis/solicitation for commercial Items/services prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and only an electronic solicitation will be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69(effective 03 Sept. 2013). This procurement is being solicited as a Small Disadvantage Veteran Owned Small Business. The North American Industry Classification Code is 541620 and Size Standard is $14 million. Request for Proposal (RFP) number is VA248-13-R-2979. The Government contemplates award of a single contract resulting from this solicitation. Period of Performance: One Year (12 months). This procurement is to assess the current situational condition of the sewer and waste water system servicing the VA Caribbean Healthcare System (VACHS). The purpose of this study is to conduct a vulnerability assessment, to identify and provide the means and procedures to have alternative emergency waste water system in the event of a major sewer line failure. Considerations should address feasible physical alternatives and contingency plans that include: assessment of possible natural and technological hazards with respect to risk and vulnerability; the means and procedures for responding to short-term system disruptions and planning needs for long-term system disruptions, capacity of the sewage flows for the city's sewage collection and municipal treatment plant system, and a master plans to address infrastructure emergency preparedness, and alternatives for managing a major sewer system failure. (See the attached solicitation for full details of contract requirements, clauses and provisions). Anticipated award date: The contract is expected to be awarded on or before September 30, 2013.
