Description
i."This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." ii.The solicitation number is NHLBI-CSB-(HG)-2013-304-DLM and the solicitation is being posted as a request for proposal (RFP). Offerors shall submit their proposals no later than 12:00 NOON, p.m., Eastern Standard Time (EST) on September 20, 2013. iii.The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, September 3, 2013. iv.The associated North American Industry Classification System (NAICS) code for this is: 334516-Analytical Laboratory Instrument Manufacturing, small business size standard is 500 Employees. This acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13.5. v.This solicitation is determined to be a brand name or equal requirement for BD Biosciences FACSAria Fusion Cell Sorter (NO REFURBISH OR USED SYSTEMS). The Government requires the salient characteristics of the following model/product numbers 1.CLIN 001 -BDFACSAria Fusion, Product Number: 656700, Quantity: One (1). 2.CLIN 002 - FACSAria WIN 7 Z220Workstation Bundle, Product Number: 657757, Quantity: One (1). 3.CLIN003 - NEC 19In LCD Monitor, Product Number: 652867, Quantity: Two (2). 4.CLIN 004 - Cytometer Workstation Accessory Cart, Product Number: 656626, Quantity: One. 5.CLIN 005 - BD FACSAria Fusion SO Laser Option, Product Number: 658289, Quantity: One (1). 6.CLIN 006 - MIRROR FILTER ASSY ALEXA 700,Product Number: 653446, Quantity: One (1) 7.CLIN 007 - MIRROR FILTER ASSY PETEXAS RED, Product Number: 653447, Quantity: One (1). 8.CLIN 008 - FACSCanto RUO Laser Upgrade, Product Number: 642726, Quantity: One (1). 9.CLIN 009 - Freight and Insurance Charge, Product Number: AF555999, Quantity: One (1). vi.Background : The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency mission to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. conducting, supporting and making medical discoveries that improve people's health and save lives. The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) are a part of the National Institutes of Health (NIH), supporting research into the causes, treatment, and prevention of arthritis and musculoskeletal and skin diseases; the training of basic and clinical scientists to carry out this research; and the dissemination of information on research progress in these diseases. Currently, NIAMS has ongoing human clinical research projects in the Pediatric Translational Research Branch dealing with "the pathogenesis of chronic inflammation and its impact on structural remodeling of bone in spondyloarthritic diseases such as ankylosing spondylitis" and those of the Translational Autoinflammatory Disease Section. This type of research often requires identification and isolation of rare subpopulations, which can only be done with highly complex polychromatic labeling. A five-laser system including true UV can provide optimal light wavelengths allowing investigators to use novel fluorochromes and fluorescent protein reporters. Objectives: Because of the increasing interest in translational immunology and "bench-to-bedside" research involving clinical patients, NIAMS investigators now have the need for more complex sorting technology as well a higher degree of biosafety. Presently, the Flow Cytometry Section (FCS) in the Office of Science and Technology of NIAMS IRP operates and maintains three cell sorters: a BD FACSAria IIIu, a BD InFlux and Beckman Coulter MoFlo Legacy, which are actively used on a daily basis to support the NIAMS mission. Therefore, the procurement of the BD Bioscience FACSAria Fusion Cell sorter is essential in continued compatibility with existing systems already being utilized by the laboratories, thus reducing time and disruption in clinical and protocol research studies. Minimum salient specifications Include: •Cell sorter maximum dimensions in BSC are H 86.5 in, x W 50.2 in, x D 35.6 in.; •Gel-coupled cuvette flow cell with fixed laser alignment; •Cell Sorter must utilize proprietary software that acquires and analyses in bi-exponential display format with FCS 2.or 3.0 export of analyzed data; •Cell sorter uses digital technology from the preamp forward. The digital electronics uses mathematical calculation s in place of analog log amps to provide more linear quantitative measurements and high throughput; •Five-laser sources: 355 nm (15 mW), 405 nm (85 mW), 488 nm (50 mW), 561 nm (50 mW) and 640 nm(100 mW) and minimum four pinhole optical system; •Sixteen configurable, exchangeable fluorescence detectors (minimum) using unique radial arrangement to optimize sensitivity; •Sorts up to four populations simultaneously into culture tubes or multi-well plates; •Fluorescence Sensitivity: oFITC: <118 molecules of equivalent soluble fluorochrome (MESF-FITC) oPE: <34 molecules of equivalent soluble fluorochrome (MESF-PE); •Forward and Side Scatter Sensitivity: oSensitivity enables separation of fixed platelets from noise, identification of bacteria, and detection of 0.5-μm beads; •Accepts a range of nozzle diameters: 70, 85, 100 and 130 µm; •Aerosol Management Option (included with BSC); •Includes one year warranty •Includes two training provisions for operator training. vii.Delivery will be made upon customer's request due to space being renovated, IAMS IRP, Office of Science and Technology, Flow Cytometry Section, 10 Center Drive, Building 10, Room 206B, Bethesda, Maryland 20892. All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and vendor name. The Vendor shall guarantee that all required materials shall be delivered and installed in immediate usable and acceptable condition. viii.The FAR Provision52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is hereby incorporated by reference. All Federal Acquisition Regulations (FAR) clauses may be viewed at http://acquisition.gov/comp/far/index.html. The proposal must reference the RFP Number:NHLBI-CSB-(HG)-2013-304-DLM. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency. All proposals shall contain the following : 1.Name of Contracting Organization; 2.Solicitation number; 3.Contract Type; 4.Total Contract Value and Discounts; 5.Description of Requirement; 6. North American Industry Classification System (NAICS) Code; and 7. DUNS Number. ix.FAR clause 52.212-2, Evaluation - Commercial Items EVALUATION OF PROPOSALS is applicable to this solicitation. The Government will evaluate proposals that are determined technically acceptable in accordance with the Technical Evaluation factors. The Government intends to award a single contract from this solicitation. The Government reserves the right not to award a contract. E valuation of Proposals: The Government reserves the right to make an award without discussions based solely upon initial proposals. A. Price (This will be Firm-Fixed Price): An evaluation of the offeror's price proposal will be made to determine if proposed prices are realistic for the work to be performed, reflect a clear under standing of the requirements, and are consistent with the technical proposal. Reasonableness determinations will be made by determining if competition exists, by comparing proposed prices with established commercial or GSA price schedules (if applicable), and/or by comparing proposed prices with the Independent Government Cost Estimate (IGCE). B. Physical, Functional, or Performance Specifications: 1.The item(s) quoted must meet the salient physical, functional, or performance characteristic specified in the scope of work or purchase description. 2.The item(s) in this RFP is identified as the manufacturer's brand name. The brand name purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" product must meet are specified in the scope of work or purchase description. 3.If the Vendor's quote on an "equal" products, including "equal" products of the brand name manufacturer, the Vendor must submit with its quote documented evidence that the "equal" product: a.Meets the salient physical, functional, or performance characteristic specified in the purchase description; b.Clearly identify the item by brand name and make or model number; c.Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and d.Clearly describe any modifications required for conformance to the ‘equal' product. The descriptive material must be marked to clearly show the modifications. 4.The Contracting Officer will evaluate "equal" products on the basis of information furnished by the Vendor or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. 5.Unless the Vendor clearly indicates in its quote that the product being quoted is an "equal" product, the Vendor shall provide the brand name product referenced in the RFP. x.In accordance with FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items, offerors must complete annual representations and certifications on-line at https://www.sam.gov/portal/public/SAM/. xi.FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items applies to this Acquisition. xii.FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this Acquisition.
