Contract Line Item Number: The anticipated contract will have one base year with the following CLIN structure: CLIN 0001 New Generator/s 1400 KW Power Plants complete with special tools, diagnostic software, computer equipment, technical manuals, spare parts, collateral equipments and services, and training. CLIN 0002 Exchange Value of 28 Government owned Electro-Motive Division (EMD) 645 Diesel Generator Power plants, collateral equipment and spare parts. (This should be expressed as a negative amount.) NOTE: The sum of all CLINS should equal to zero. A Total EMD Exchange Price offer greater than $0 (zero) will be rejected. 14. Contract Award Date: N/A 15. Contractor: N/A 16. Description: This is a synopsis of a solicitation for a zero dollar exchange of equipment that will be uploaded after the closing date of this notice. The procurement method used for this solicitation is Contracting by Negotiation FAR Part 15 and Special Contracting Methods -Exchange of Personal Property DFARS Subpart 217.70. The NAICS: 335312 -- Motor and Generator Manufacturing with a size standard of 1000 employees. There is no National Stock Number (NSN) assigned for this procurement. This procurement is in support of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Port Hueneme, CA 93043. A firm fixed price zero dollar exchange of equipment contract is anticipated. The NAICS code is 335312. The solicitation utilizes source selection procedures which require offerors to submit a proposal with the following factors; Factor 1 - Technical Approach, Factor 2 - Small Business Utilization, Factor 3 - Safety, Factor 4 - Past Performance on Recent, Relevant Projects and Factor 5 - Price proposal for evaluation by the Government. The Mobile Utilities Support Equipment (MUSE) Division, Port Hueneme objective is to utilize existing resale and/or core value of twenty-eight (28) power plants (details in attachment C) to receive one or more 1400 kW power plants in exchange with no additional funding. The Contractor shall provide NEW, diesel engine driven, commercially available, self-contained and transportable power plants which will not be used as military tactical equipment. The desired power plants shall be rated at minimum of 1400 kW at 60 Hertz (Hz) Continuous Power (COP), 4160/3300 volts, three-phase, four-wire, wye, 60/50 Hz, 0.8 power factor (pf) lagging, as noted in Attachment A. The kW rating at 50 Hz shall be Contractor determined. The generator shall be a brushless-type with a permanent magnet (PMG) exciter. The Government is willing to accept an alternative medium to high engine operating speed as noted in Attachment B. The power plant shall conform to the dimensional requirements stated in one of the two Statements of Work (SOW) included in this solicitation. Attachment A is the SOW for power plant with low engine operating speed. Attachment B is the SOW for power plant with medium to high engine operating speed. The contractor must specify in their proposal which SOW they are proposing. The following twenty-eight (28) total power plants are offered as an exchange (Attachment C contains the Detailed Description of Old Power Plants): -750kW (4160VAC/130Amp/60Hz) 5 power plants -1500kW (4160VAC/260Amp/60Hz) (includes control skid) 10 power plants -2000kW (4160VAC/347Amp/60Hz) (includes control skid) 7 power plants -2500kW (4160VAC/430Amp/60Hz) (includes control skid) 6 power plants The government will transfer ownership of OLD generators in lots. The first lot, approximately 30%, will be transferred upon approval of the design. The second lot, approximately 30%, will be transferred upon successful completion of testing of new power plant/s, the remaining units, approximately 40% will be transferred upon delivery and acceptance of the new power plant units. All twenty-eight (28) total power plants and associated collateral equipment must be removed from MUSE, at the Contractor's own expense, within 3 months' time of transfer of ownership. The contract term will be a onetime exchange of property base period with no option periods. This is a new exchange of equipment contract. It does not replace any existing exchange of equipment contracts. No information exists on prior contracts. NATURE OF EXCHANGE TRANSACTION The transaction described in the prospective solicitation is a zero dollar exchange of personal property under DFARS 217.70. •· The Contractor's sole consideration for its delivery of the agreed-upon quantity of New Generators (CLIN 0001) will be its assumption of ownership of the twenty-eight (28) old generators, collateral Equipment, and spare parts. (CLIN 0002). •· NO FUNDS ARE AVAILABLE FOR PAYMENT UNDER THE PROSPECTIVE CONTRACT. The government will not make any monetary payment to the contractor under the prospective contract. Unit prices are being requested in accordance with DFARS 217.7004. However, the Government presently does not have and does not anticipate receiving funds with which to purchase, in whole or in part, CLIN 0001. The Government anticipates a contract award based solely on an exchange of personal property payment. The statement in Block 25 of Standard Form SF33 that "Payment will be made by" does not imply that any monetary payment will be made. •· NO Progress payments will be made under the prospective contract. •· In accordance with Defense Federal Acquisition Regulation Supplement 217.7004-1 "Offering Property for Exchange" this solicitation includes a request for Offerors to state prices, as follows: (1)For the new items being acquired without any exchange; and (2) For the new items with the exchange (trade-in allowance) for the exchange property listed. •· Accordingly: Each Offeror on this solicitation shall provide prices for all New Generators offered CLIN 0001(each offeror shall determine the appropriate quantity to offer) with the exchange and without the exchange of the 28 Old generators, collateral equipment, and spare parts CLIN 0002. •· Exchanges may be made only with the successful offeror. When the successful offer includes an exchange, one contract will be awarded which effects the acquisition of the new property and the trade-in/ transfer of the exchange property. •· The "price" for the purpose of the evaluation is the number of new units offered. The proposed contract listed here is not considered for a set-aside as there was limited and not adequate interest from Small Business (SB) concerns when previous solicitation was cancelled June 25, 2013. However, interested SB concerns should, as early as possible but not later than 10 days of this notice, indicate interest in the exchange of property contract by providing to the contracting office above evidence of capability to perform, willingness to exchange equipment and a positive statement of eligibility as a small business concern. If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice. Large business concerns are required to submit a subcontracting plan prior to award of the contract. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. Registration is free and can be completed on-line at www.sam.gov.
