Background: Defense Microelectronics Activity (DMEA) perimeter fencing has 55 concrete filled 8" schedule 80 steel bollards in key areas as an antiterrorism measure. The current bollard spacing is inadequate in some areas to provide 100% vehicle protection. The Contractor shall install 1" Stainless Steel Aircraft cable to add reinforced protection in between existing bollards. 2. Requirements: As a Federal Facility, Sacramento County permits and inspections are not required. However, all work shall be accomplished in compliance with State of California Building Code. All work shall be subject to regular inspection by DMEA/DMEA Third Party Inspectors. 3. The contractor shall provide: A. Provide 1-inch diameter stainless steel aircraft cable as shown in the attached "Site Plan" and "Cable Layout" (Atch 1), conforming to Federal Specification RR-W-410G, WIRE ROPE AND STRAND, Type 1, Class 2, 6 by 19, Corrosion-resistant Steel 302/304 Stainless Steel Cable with Independent Wire Rope Core (IWRC)". Drill mounting holes 30 inches from ground in bollards to accept the cable. Smooth edge of holes, prime and paint the drilled area of bollards to prevent rust, paint to match existing bollards. Install the cables through the mounting holes, secure the cables to the bollards with hydraulically swaged press fitting "Stainless Steel Swage Ferrule" (Button Stop) and 1" diameter Stainless Steel Threaded Stud (with washer and two nuts to lock in place). Do not paint or coat the cables. The Button Stops and Threaded Studs shall be positioned as shown in site plan. Cable to be tensioned to allow no more than a 1" sag in cable. Once the cable is tensioned, additional clamps are required on cabling at every other bollard, on both sides of bollard per attached drawing "Wire Rope Clamp Layout" (Atch 3), with 1-inch stainless steel Wire Rope Clamps (SAE Grade 3 or better). This will distribute the impact load in a collision. Special consideration shall be noted at corner location with two (2) cable runs, holes in bollard shall line up from bottom of initial hole to top of second hole. See attached drawing "Bollard". 3. Work Restrictions: The contractor and their subcontractors shall abide to the following: a. All contractor personnel and subcontractor personnel on-site must be US citizens and receive a DMEA Contractor badge by submitting a completed DMEA ‘Form 100C". b. The contractor/subcontractor will be issued a badge each day while on site and shall return their badge to DMEA security personnel at the end of the day. Any contractor personnel showing up and requiring access inside the DMEA existing fenced area without a pre-arranged badge request and background check shall not be allowed access to the work site. c. The proposed work hours shall be coordinated with the DMEA Facility Team. Normal work days are 7 AM - 3 PM weekdays, Federal holidays excluded. d. Only minimum utilities are available for construction activities: one 15 Amp electrical outlet and one hose bib are available in the vicinity of the work. The contractor shall provide their own generator if additional power is required for drilling operations. 4.Bid Requirements: a.
