Description
**AMENDMENT 002 (DATED SEPTEMBER 16, 2013): The purposes of this Amendment 002 are as follows: (1) Upload the Site Visit Presentation(s); (2) Update language in the solicitation (See Summary of Changes); and (3) Upload Questions and Answers. THE QUESTIONS AND ANSWER SESSION FOR THIS SOLICITATION CLOSED ON SEPTEMBER 09, 2013. ADDITIONAL QUESTIONS WILL NOT BE ACCEPTED AFTER THE AFOREMENTIONED DATE. ______________________________________________ *AMENDMENT 001 (DATED AUGUST 23, 2013): The purpose of this amendment is to revise the following dates in the solicitation accordingly: (1) Section L.1: Site Visit Dates changed FROM Abuja: August 26, 2013; Lagos: August 27, 2013 TO Abuja- September 3,2013 at 10 a.m. local time; Lagos - September 4, 2013 at 10 a.m. local time; (2) Section L.1: Offerors submittal of Site Visit Attendees Information Date changed FROM August 21, 2013 TO August 30,2013; (3) Section L.5: Proposal Due date changed FROM September 16, 2013 TO September 23, 2013; AND (4) Section L.9: Questions from Offerors Due Date changed FROM August 29, 2013 TO September 9, 2013 3:00 p.m. Eastern time. _____________________________ ALL INTERESTED OFFERORS WILL NEED TO COMPLETE AND RETURN A RESTRICTED ACCESS REQUEST IN ORDER TO BE GRANTED ACCESS TO THE SOLICITATION AND ALL ASSOCIATED CONTENT ONCE THEY ARE POSTED. **Offerors who previously submitted Restricted Access Request forms during the pre-solicitation notice are not required to re-submit. PHONE CALLS WILL NOT BE ACCEPTED.** The U.S. Department of State (DOS) has a requirement for a qualified Contractor to provide Local Guard Services for U.S. Mission Abuja and Lagos, Nigeria. The U.S. Mission Abuja and Lagos, Nigeria requires a secure environment to conduct their mission. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the Performance Work Statement. The Contractor shall be required to provide services in a manner that prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. Anticipated period of performance is one base year and four one-year options (to be exercised at the sole discretion of the Government). In accordance with 22 U.S.C. § 4864, the Government will give preference to Offerors qualifying as U.S. persons or U.S. Joint Venture Persons. Contract award will be made to the responsible Offeror whose offer, in conforming to this RFP, provides the overall best value to the Government, technical approach, past performance and price considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives with a realistic and reasonable cost. All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract. Due to the large dollar value and complexity of the U.S. Mission Abuja and Lagos, Nigeria Local Guard Program, the Department of State has determined the need to conduct a Mandatory Site Visit.. This Site Visit will be used to highlight key areas of the solicitation, issues that may affect prospective Offerors ability to manage this contract, and show prospective slides of the place of performance (i.e., specific guard posts) of locations covered by this requirement. ATTENDANCE AT THIS SITE VISIT IS MANDATORY for any Offeror who wants to submit a proposal for this requirement. This conference will be held at the U.S. Embassy in Abuja, Nigeria at 10:00 AM local on September 3, 2013 and Lagos, Nigeria at 10:00 AM local on September 4, 2013. Only those offerors or joint venture offerors in which one or more joint venture parties attended the Site Visit will be allowed to submit proposals for this requirement. Offerors interested in attending the site visit must preregister by contacting Valerie Green at GreenVM2@state.gov no later than 1:00 pm EDT, August 30, 2013. No more than two (2) representatives from each interested offeroring firm (to include potential joint venture partners) may attend the Site Visit. Interested Offerors shall provide the name (s) of the representative (s) who will attend the conference, name of the representing firm, address of the firm, telephone number of each person attending and DUNS number of the firm that will be the primary contractor. Each attendee of the Site Visit SHALL PRESENT TWO FORMS OF PICTURE IDENTIFICATION confirming identity. Those representatives unable to present two forms of identification SHALL BE TURNED AWAY at the door. Preregistration is MANDATORY. Interested Offerors are solely responsible for ALL expenses resulting from this announcement (i.e. travel, lodging, per diem, proposal costs and other miscellaneous expenses, etc.) and are responsible for confirming all dates specified in this announcement by immediately checking the solicitation when posted on www.FEDBIZOPPS.gov to see if there are any changes. The Government anticipates posting the U.S. Mission Abuja and Lagos, Nigeria Question and Answers (Q&A) on this site approximately seven (7) days after the Site Visit. No paper copies will be mailed. Upon the solicitation posting on FedBizOpps, the Offerors will have approximately thirty (30) days to submit proposals. All dates are subject to change and any change will be posted on this site. Please Note: Offerors accessing restricted material(s) are taken to a system interface where their authorization to review materials (explicit access/export controlled) is vetted by FBO prior to permitting the vendor access the materials. Offerors are permitted to view restricted material(s) upon the submittal of the Restricted Access Request form.
