Description
The U. S. Army Corps of Engineers, Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely (as prescribed in FAR 13.106-1(b)(1) Soliciting from a single source) with Philadelphia Gear, 12935 Imperial Highway, Santa Fe Springs, CA 90670. The notice is being issued pursuant to FAR 5.207(c)(15). A determination not to compete this proposed contract will be made Pursuant to 41 U.S. C. 253(c)(1), as implemented by FAR 13.106-1(b)(1) pending review of responses to this notice. Description of requirement: This is a service to rehabilitate one Baldwin-Lima Hamilton Fish Pump Gear Reducer for Little Goose Lock and Dam, Starbuck, WA. Fish pump gear reducers are used to support the shaft for the fish pump turbines. Over time due to age and wear, the gears and bearings have become worn and do not adequately provide power to the turbine. The gear reducer must be disassembled in order to find out what repairs are needed. The Baldwin-Lima Hamilton Gear Reducer, Type SBVHX is manufactured by Philadelphia Gear, serial number 64140 and will be shipped from Little Goose Lock and Dam by the contractor to the rehabilitation site and return to Little Goose Lock and Dam. They shall then inspect all components (bearings, seals, shafts and gears). Provide a summary of repairs needed after inspection to return the gear box to like new condition along with an estimate of repair time. The Contractor shall perform nondestructive testing (NDT) on all power transmission components. The method of NDT to be used shall be magna-flux, ultrasonic and/or dye-penetrant testing as dictated by the part profile. Power transmission components as well as all critical machinery part numbers are documented in Philadelphia Gear Drawing 01-152-0034-3 and D-52524. All wear and damage shall be photo documented. A Power Transmission Condition Report shall be compiled that will state the condition of the part, the ability to reuse the part, and if the part is not usable in the current condition, and weather the part can be salvaged. The contractor shall notify the point of contact (POC) at Little Goose Lock and Dam of estimated cost to fully rehabilitate after inspection is complete and before work on rehabilitation begins. If the government determines that the cost is unacceptable the contractor shall return the unit, fully assembled back to Little Goose Dam. If the estimate is determined to be acceptable, a new purchase order will be done for the gear box repair, reassemble, painting, the name plate and lubrication plate be replaced with new. Prior to shipment, a full speed, no load, test shall be performed on the speed reducer in order to establish a baseline for future comparison. The duration of the speed no load test shall be 90 minutes minimum. Justification: Philadephia Gear has proprietary drawings and tolerances that other companies cannot access. The North American Industry Classification System (NAICS) for this requirement is 333612. The Small Business Size standard for this NAICS is: 500 employees. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may identify their interest and capabilities no later than 11:00 a.m. Pacific Standard Time on September 25, 2013. Faxed and e-mailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt.
