Solicitation Number: W909MY-13-R-G007 Notice Type: Combined Synopsis/Solicitation 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number is W909MY-13-R-G007 and is issued as a Request for Quotation (RFQ). This is a requirement for lease of one Multi-Functional Printer/Copier/Scanner. Pursuant to FAR Part 19.502-2, this acquisition will be set-aside for participation by small business concerns, who has the capacity to provide the item/services for this acquisition. Responsible sources must be able to provide item/services that meet the specifications listed in paragraph 5 below. Responsible sources may provide quote under its GSA schedule. The Army Contracting Command - Aberdeen Proving Grounds - Belvoir Division (ACC-APG-Belvoir), on behalf of Program Manager- Mobile Electric Power (PM MEP) intends to award a commercial, firm fixed price contract resulting from this combined synopsis/solicitation 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular [2005-53]. 4. The applicable North American Industry Classification Standard (NAICS) code is 532420. The small business size standard is $30,000,000.00. Small Business Competiveness Demonstration Program is not applicable for this requirement. 5. ACC-APG-Belvoir on behalf of PM MEP intends to lease one (1) Multi-Functional Printer/Copier/Scanner with maintenance agreement. The period of performance is one year base lease, with 4 one-year option periods. The copier, printer and scanner machine must meet the specifications below: Specifications: Network: 10/100 BaseT Must meet DoD IAVA compliance, Network security authentication, Hard drive over write process to ensure that data on hard drive is wiped (If leased then Gov't must take ownership of hard drive at end of lease) Color printing on plain paper: 35 ppm (600X600 x8 bit or greater) B&W printing on plain paper: 35 ppm Average monthly usage color: 4000 Average monthly usage B&W: 3500 Allowable copies 3500 per Month @ $_____ per copy estimate. Excess copy charge $_____ per copy. Delivery and installation shall commerce on September 30, 2013. Delivery, Inspection, Acceptance and FOB Point is 10115 Gridley Road, Building 326, Fort Belvoir, VA 22060. Packaging shall be IAW standard commercial practices to ensure safe delivery to destination point. 7. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. 8. The basis for award is Lowest Price Technically Acceptable. Technical acceptability is the ability of a proposal to provide the specified products and services within the delivery schedule provided, and without providing any terms that are contrary to Federal law, regulation, or terms of the RFQ. 9.
