Description
Draft Cadet Support PWS The United States Air Force Academy (USAFA), CO is seeking industry comments regarding the attached draft Performance Work Statement (PWS) for Cadet Support services. The anticipated North American Industry Classification System (NAICS) code for Cadet Support services is 711320, Promoters of Performing Arts, Sports, and Similar Events without Facilities with a small business size standard of $14M in annual receipts. We anticipate posting a draft PWS for Civil Engineering Services in the next week to solicit industry feedback for those services. This market research is conducted to assist in determining acquisition strategy for the subject procurement. Specifically, feedback is sought from industry in regards to commercial practices to obtain the required services, as well as the capability of industry in providing the required services within our military environment. We expect to make further postings of draft documents (including a draft solicitation) in the coming weeks, in anticipation of issuing a final solicitation in the next couple of months. Your continued input is welcome throughout the process. QUESTIONS: Questions from prospective offerors and the subsequent answers will be posted throughout the pre-solicitation phase of the procurement. Please mark any information that you wish to be protected as "acquisition sensitive" or "proprietary." Interested parties are asked to provide the following feedback: 1. The anticipated NAICS code for Cadet Support services is 711320, Promoters of Performing Arts, Sports, and Similar Events without Facilities with a small business size standard of $14M in annual receipts. These services are currently procured under the existing Civil Engineering services contract under NAICS code 561210, Facilities and Support Services. Please provide any input on this or other potential NAICS codes that should be considered for the Cadet Support services as described in the draft PWS. 2. Are cadet support services described in the PWS typically performed utilizing standard, commercial regulations/standards? Do other commercial contracts include an industry-specific training, certification or inspection requirements that are in conflict with the referenced Air Force standards? Please note any major differences in the government's requirement and similar requirements found in the commercial marketplace. 3. What changes, if any, do you suggest we make to the draft PWS to allow for a more performance based requirement? Please identify any portions of the draft PWS that, as written, are too restrictive or prohibit the flexibility to perform according to your established practices and why. 4. Identify any particular requirement that will drive up costs and/or risks to performance in meeting our mission. 5. Do the referenced mandatory Air Force instructions and other publications conflict with established commercial practices? Provide any comments you may have as to standard commercial practices for procuring similar services in the commercial marketplace. 6. Identify any components of the PWS that conflict with the quality assurance provisions that are part of your normal, established commercial practices. What would you consider to be key critical performance measurements and minimum standards to be met? 7. Identify if you are a small business and can perform the a) civil engineering requirements or b) cadet support requirements or c) civil engineering and cadet support requirements. All information gathered in response to this draft PWS will be used solely for planning purposes. This is not a formal solicitation but a request for interested parties to provide information. No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Interested parties shall respond to this draft PWS no later than 23 September 2013 (3:00 PM Mountain Time).
