- NASA/GSFC intends to issue a sole source contract to Aerojet Rocketdyne Inc., at 11411 139th Place NE Redmond, WA 98052-2025 for hardware associated with 10 spacecraft buses and integrated payloads, as well as associated documentation, software and hardware, including ground support equipment, spares, and emulators. This surplus flight hardware consists of 6 essentially complete and tested satellites with payloads attached and 4 buses with no attached payloads. This acquisition is in support of a pathfinder program to establish procedures and techniques for the reutilization and repurposing of surplus spaceflight hardware for NASA missions. The acquisition of the surplus buses will provide a quick and cost-effective source of modular bus components from which processes can be developed for the use of these components, as well as other surplus spacecraft buses or components that may become available in the future, to meet the spacecraft bus requirements for future Earth Venture missions. NASA/GSFC plans to award Aerojet Rocketdyne a fixed fee contract pursuant to 10 U.S.C.2304(c)(1), Only One Responsible Source, with an estimated 6 month period of performance. <p> Specifically GSFC proposes to procure up to ten complete or nearly complete spacecraft buses that Aerojet currently has in long-term environmentally controlled storage. In support of low cost, quick turnaround Earth Venture missions to further the Agencys science objectives, NASA GSFC is undertaking a pilot/study program to develop a fast and cost-effective way of integrating modular bus componentsusing existing commercially developed spacecraft buses that are surplus to commercial requirements and combining them as necessary with newly acquired spacecraft componentsto meet the spacecraft bus requirements for these missions in a project called Reconfigurable Operational Spacecraft for Science and Exploration (ROSE). The buses may be used as is, combined with newly acquired components or modules, used as spares, or disassembled to use as components for the modules. This pilot study will test the feasibility of this approach to reducing cost, system complexity, and design, build, and testing times, as well as increasing NASAs flexibility to satisfy Earth Venture missions requirements with reconfigurable spacecraft. <p> In order to be suitable for this study/pilot program, spacecraft buses must meet the following criteria: <p> --To meet NASAs science objectives, spacecraft buses must have been developed for LEO, MEO, and/or GEO operational orbit and have proven flight-heritage. <p> --To meet the programs quick turnaround goal, the flight hardware must constitute substantially complete buses and must be surplus to existing commercial requirements and must have completed environmental testing at the component and system level and have associated anomaly documentation available for the hardware. <p> --The flight hardware must have been maintained in environmentally controlled storage and must be evaluated to remain flight-worthy. <p> -- At least 5 spacecraft from the same production line must be provided to allow NASA to achieve sufficient economies of scale, standardize interfaces, acquire sufficient components to build enough flight units, achieve sufficient sparing and a ground development facility. <p> --The flight hardware must be available to the Government at a price that would represent a substantial savings over what the Government could reasonably be expected to pay for newly constructed spacecraft buses, or over what reasonably could be expected to result from competition. <p> The Government does not intend to acquire a commercial item using FAR Part 12. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified points of contact below no later than 5:00 PM EDT October 1st 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Your response must be submitted in writing via e-mail to all of the points of contact as outlined below. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. As part of its assessment of industry capabilities, the NASA/GSFC may contact respondents to this synopsis, if clarifications or further information is needed.
