- Performance Work Statement Bid Schedule Commercial Item Clauses Very High Frequency (VHF) Digital Selective Calling (DSC) radios to be used on U.S. Coast Guard Cutters SYNOPSIS AND SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, as supplemented with additional information included in this notice. The Coast Guard intends to award a Firm Fixed Price (FFP) contract to procure, convert, and maintain the items described below. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The NAICS code is 334220. This request for quote (RFQ) is issued by the United States Coast Guard (USCG) Office of Contract Operations in support of Telecommunication & Information System Command (TISCOM) to purchase 2 VHF Class A DSC Radio Designs. This Solicitation seeks principal VHF Class A DSC Radio design particulars and operational features that are not currently in operation and have the potential to meet USCG requirements. Furthermore, these radios shall meet the USCG requirements with significant development. Information submitted must be based on: 1) proven currently in-service radios that are capable of being built iTn the United States (US); 2) service radios that are capable of being licensed for building in the US; or, 3) building a variant of radios capable of being licensed in the US. New and unproven (not in service) designs are of interest in this request and will be reviewed. •A. All Items shall be proposed FOB Destination. •B. All Items shall be proposed as firm-fixed unit prices. •C. Required Delivery is no later than 120 days after receipt of order. •D. CLIN 00001 is the only guaranteed quantities; all other CLINs are option items. •E. A NTE maximum of 300 radios and can be ordered cumulatively under all CLINs included in this delivery order. If this NTE maximum is met, the remaining option periods and option items will not be exercised. •F. If Option Period One is exercised; CLIN 10001 will be ordered. If Option Period Two is exercised; CLIN 20001 will be ordered. If Option Period Three is exercised; CLIN 30001 will be ordered. •G. CLINs 00002, 10002, 20002, and 30002 are Surge CLINS for additional option items. A Surge CLIN can be exercised only once for a minimum quantity of 1 (ONE), and up to a maximum quantity stated in the item description. Due to the uncertain budget environment, Surge CLINS have been structured to allow up to the NTE maximum number of radios to be ordered if a need exists and funding becomes available during any option period. •A. The following abbreviations are used in the price schedule: CLIN: Contract Line Item Number QTY: Quantity EA: Each NTE: Not to Exceed IAW: In Accordance With PSS: Performance Specification Statement The information requested is intended to include, but not be limited to, engineering and operational design details, radio developmental history, operational history, user contacts and other information that would be helpful for making programmatic decisions. Specifically, the requested minimum and desired information is listed in Section II of the below listed requirements. Any restrictive markings included on the data shall be clearly marked. In responding to this request, data and information (drawings, documents, tables, graphs, etc.) may be submitted in different formats and media (paper or electronic files). Cost associated with returning information shall be incurred by the provider of such information. The USCG intends to solicit on a competitive basis for the purchase of Very High Frequency (VHF) Digital Selective Calling (DSC) radios to be used on U.S. Coast Guard Cutters. If your firm believes it could accomplish this effort in accordance with the attached Performance Work Statement and in the requested time frame, indicate this interest and submit a qualification package not to exceed 15 pages explaining your capabilities to the above listed point of contact no later than 7 days after the date of notice. Oral communications are not acceptable. The contract will be awarded to the lowest priced technically acceptable offeror.
