BAA-RVKV-2013-0006 PRE-ANNOUNCEMENT NOTICE Air Force Research Laboratory Space Vehicles Directorate NAICS CODE: 541712 FEDERAL AGENCY NAME: Air Force Research Laboratory Space Vehicles Directorate (AFRL/RV) PRE-ANNOUNCEMENT NOTICE TITLE: ESPA Augmented Geostationary Laboratory Experiment's (EAGLE) Hypertemporal Imaging (HTI) Space Experiment (SpX) Instrument PRE-ANNOUNCEMENT NOTICE NUMBER: BAA-RVKV-2013-0006 PRE-ANNOUNCEMENT NOTICE: This pre-announcement notice is NOT a request for proposals and proposals should NOT be submitted at this time. There are no grant or assistance opportunities for this announcement. BRIEF PROGRAM SUMMARY: The Air Force Research Laboratory anticipates the release of an unrestricted Broad Agency Announcement (BAA) to solicit research and development (R&D) that would meet the agency objectives of the Hypertemporal Imaging Space Experiment Program. The program will be announced on FedBizOps on or about 23 SEPTEMBER 2013. This is a pre-announcement notice describing the anticipated areas of interest for the Hypertemporal Imaging Space Experiment program (HTI SpX). The goal of the HTI SpX program is to collect data from geosynchronous orbit using newly developed sensing techniques to expand the AF's knowledge of hypertemporal imaging (HTI) science developed and patented by AFRL. The primary objectives of the EAGLE HTI SpX program are to research all design possibilities, develop plans and configurations for a HTI technology approach, design, build, test, and deliver a space-flight ready instrument capable of conducting HTI from a geosynchronous earth orbit. The HTI SpX sensor will be flown on AFRL's EAGLE Platform bus, and shall be supported for a minimum of 1-year operation in geosynchronous orbit. Options for additional sensors utilizing the same HTI SpX front-end optics may also be part of the final announcement. Additional technical requirements for the HTI SpX will be included in future announcements on FedBizOps. A full BAA announcement is anticipated on or about 23 SEPTEMBER 2013 and will be accessible at the following website http://www.fbo.gov. ESTIMATED PROGRAM COST: The Air Force Research Laboratory is contemplating entering into a cost reimbursement type contract. The Government has estimated a cost of $20-25M in order to meet the objectives of the HTI SpX program (estimated cost does not include options that may be included in the final announcement). This funding is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability. All potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice. TYPE OF CONTRACTS/INSTRUMENTS: The Air Force is contemplating a single, cost reimbursement type contract. Successful offerors shall be required to have an adequate accounting system for tracking costs applicable to the contract. The anticipated period of performance for this effort is 60 months. NOTICE TO LARGE BUSINESS ON SMALL BUSINESS OBJECTIVES: The Government anticipates certain portions of this effort can be subcontracted to small businesses in order to meet the statutory goals. Large businesses shall consider and strive to attain, to the highest extent possible, subcontracting opportunities to small businesses. For proposed awards to be made as contracts (that exceed $650,000) to other than small Businesses, Subcontracting Plans shall be required in accordance with the requirements set forth in FAR 19.704, Subcontracting Plan requirements, and DFARS 219.704. As such, Subcontracting Plans will be evaluated and negotiated to ensure that submissions are compliant with FAR Subpart 19.7. For proposed Subcontracting Plans that are below the statutory goals, the offeror will provide accurate and verifiable information which demonstrates clearly why the goals will not be attainable. Subcontracting FY 2013 Small Business 36.7% HUBZone SB 3.0% Service-Disabled Vet 3.0% Small Disadvantaged 5.0% Women-Owned SB 5.0% SAM REGISTRATION: Unless exempted by 2 CFR 25.110 all offerors must (1) Be registered in the System for Award Management (SAM) prior to submitting a proposal; (2) Maintain an active SAM registration with current information at all times during which it has an active Federal award or proposal under consideration by an agency; and (3) Provide a DUNS number in each proposal it submits to the agency. On-line registration instructions can be accessed from the SAM home page at http://www.sam.gov. ON-LINE REPRESENTATIONS AND CERTIFICATIONS: Potential offerors are notified that effective 01 Jan 2005 to be eligible for an award, they must submit annual Electronic Representations and Certifications, via the System for Award Management (SAM) at http://www.sam.gov. These FAR and DFARS level representations and certifications are required in addition to the representations and certifications specific to this acquisition. Before submitting the Electronic Representations and Certifications, contractors must be registered in the SAM Database. ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one contract. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this BAA.
