Description

The U.S. Securities and Exchange Commission (SEC) intends to award a purchase order on a sole source basis to West, a Thomson Reuters Business for annual license and maintenance renewals of LiveNote and LiveNote Remote. The SEC intends to award a purchase order for one (1) Base Year and four (4) Option years to West. The total value for the base and all Options shall be within the Simplified Acquisition Threshold. In accordance with FAR Part 13.106-1(b), the contracting officer has determined that West is the only source that can meet the SEC's requirement. LiveNote and LiveNote Remote are software packages that capture and manage transcripts. The software is used by SEC Trial Attorneys and paralegals to receive real-time transcripts, audio, and video, and link them to exhibits and other documents. LiveNote software is used at the SEC Headquarters and all SEC Regional Offices. West is the only source of LiveNote annual maintenance that meets the SEC's need due to software licensing and compatibility issues. The SEC intends to award a purchase order to West on or about September 19, 2013. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
