- THE PURPOSE OF THIS MODIFICATION IS TO ADD CLIN 0002 AND CLIN 0002 SOW This is a combined synopsis/solicitation for Commercial Items in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-13-T-0325, and a firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 effective 03 Sep 2013. This procurement is 100% small business set-aside and the associated North American Industry Classification System (NAICS) code is 238210 with a business size standard $14.0M. The DPAS rating for this procurement is DO-S10 The Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: Section B Schedule of Supplies and Services CLIN 0001 Security fiber installation, see Section C Statement of work CLIN 0002 Communications cabling to expand IT network systems, see Section C Statement of work (This requirement is currently unfunded) Period of Performance: Work shall commence immediately ARO. A site survey will be conducted on site located on Dam Neck, Virginia Beach, Virginia on Wednesday, September 18, 2013 at 10 am EST. Due to time constraints and limitations on the availability of the space, the site visit will only be held for contractors who arrive precisely at 10:00 am EST to the NSWDG Visitor Center. There will not be another opportunity to view the site. Visitors who do not have a Rapid Gate pass will need to contact me as soon as possible. Directions and procedures will be provided once the vendor has submitted the below information. Visitors must submit their name, company name, social security number, date of birth, place of birth, country of citizenship, name of business, make/model/year/color/state of vehicle registration/license plate information, number of vehicles by no later than Tuesday, September 17, 2013 at 08:30 AM EST to Tina Ford via email only at tina.ford@vb.socom.mil. Please call 757-862-9468 to confirm receipt of your visitor request information. Requests received after the specified time cannot be processed due to security reasons. Section C Statement of Work: Clin 0001 Vendor shall provide and install: Approximately 3500 LF 24 strandSMF optical fiber backbone in 4" HDPE Approximately2500 LF 12 strand SMF optical fiber backbone in 4"HDPE 24x36 handholes (min 2) 30x48 manhole for splicing (min 1) (2) two duplex SMF patch cords (1) one LIU for fiber terminations Complete installation and testing of all cables and terminations. Clin 0002 Additional required cabling from network support racks to new workstations. 1) All new cabling shall be fiber optic, multi-mode, and blue in color 2) All bezels (wall and desk) shall be blue in color 3) Each wall outlet will be terminated with three (3) pair LC terminations, except as otherwise indicated 4) Cable runs shall bypass cable closets from the point of origin at the network rack to point of termination 5) The cabling schedule is as follows: VARIOUS OUTLETS TO BE INSTALLED (50 +) 6) There will be runs of armored fiber, minimum technical specifications require multi-mode 50u/100m with LC-LC connectors on both ends and 6 pair fiber. 7) In some rooms cabling will not be terminated until future date and cable is only required to be pulled to the room location with enough excess to terminate outlets at points indicated by the government on a future date. 8) Vendor shall verify all distances and pathways. 9) Additional cable installed as part of this scope of work shall be identified on appropriate drawings prior to conclusion of contract. The following factors shall be used to evaluate offers in descending order of importance: Technical ability to meet specifications, past performance and price. The contractor shall provide the training program details for evaluation. Offerors shall provide name, title and phone number of principal for no less than three prior or current contracts for similar services performed during the previous three years. To be technically acceptable, the submitting offeror must submit relevant and current past performance in ALL areas noted in this combined synopsis/solicitation. The Government will evaluate each offeror's experience on the basis of its depth and its relevance to the work that will be required under the prospective contract. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
