Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is MI - 10374604, and is issued as a Request for Quotation (RFQ). The RFQ incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 2005-58, 18 May 2012. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). Contract financing will NOT be provided for this acquisition. The Government reserves the right to not make an award at all. Quotations are being solicited and a Firm Fixed Price (FFP) type Purchase Order(s) is anticipated. This solicitation is unrestricted. The North American Industry Classification System (NAICS) code is 332999. Size Standard: 750 employees Quotes to include shipping charges (Fob destination pricing required) Description of commodity: See attached The United States Property and Fiscal Office, Purchasing and Contracting Department in Lansing, MI 48906 intends to award a Firm Fixed Price contract for a Modular Vault system meets GSA specification AA-V-2737 that fulfills AR 190-11 and UL Class-M for secure storage of all firearms. This Modular system does not include finishes such as sheet rock, partitioning, painting, HVAC, electrical or alarm systems. Those items can be added in addition to current quote which includes the design, manufacturing, delivery and complete arms vault installation. The design must include six sided standard system with interior ceiling height of 9'0''. The system is concrete welded product all connections are from the interior of the vault system to include the system will contain 4 walls, and floor/ceiling sections. The vault wall panels will be installed directly on top of the modular floor and wall/floor/ceiling panels. The required vault ceiling should be free span for the ceiling steel with no vertical internal (centered) columns. There is approximately 500 sq ft of clear storage space within the vault area. The door will meet GSA AA-D-600 specifications to include 40 quote mark wide x 78 quote mark high GSA Class 5 single leaf and offers pedestrian access. This door will not include a day gate. Free and clear fork lift access is required for delivery and installations of the system and the access is thru a 10'x7.5' spaces. If existing concrete slab is not found to support the vault then a steel plate can be used on the floor to disperse the weight and the vault is installed on top of the plate. The designed, manufactured, delivered and installed can be additional fee. ******************************************************************* ****MODIFICATION********MODIFICATION********MODIFICATION********* AR190-11, Appendix G: Criteria for Facilities Storing Sensitive Arms, Ammunition, and Explosives G-1. New facility criteria for the storage of Category II through Category IV arms New facilities constructed to store Category II through Category IV arms will meet the following criteria: a. Walls. Walls will be of 8 inches (8 quote mark ) of concrete reinforced with No. 4 reinforcing bars at 9 inches (9 quote mark ) on center in each direction in each face of the wall. Reinforcement in the two faces of the wall will be staggered on each face to form a projected grid approximately 4-1/2 inches square. Reinforcement in the walls will be tied into floors and ceilings in accordance with American Concrete Institute standards. b. Ceiling and roofs. Ceilings and roofs will be of reinforced concrete construction. The thinnest portion may not be less than 6 inches (6 quote mark ). Reinforcing bar spacing will form a grid so that the area of any opening does not exceed 96 square inches using No. 4 bars or larger. c. Floors. Floors, if on grade, will be a minimum of 6-inch thick reinforced concrete construction reinforced with 6 inches by 6 inches, W4 by W4 welded wire fabric or equivalent steel reinforcing bars (based on area of steel per square foot). Where the floor slab acts as the ceiling of an underlying room or area, the ceiling standards will apply. Where equivalent steel reinforcing bars are used, bar spacing will form a grid so that the area of any opening does not exceed 96 square inches. *********************************************************************** Descriptive literature is required. A copy of FAR Clause 52.212-3 with Alt I, Contractor Representations and Certifications - Commercial Items, must be completed and submitted with quotation. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM.gov database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
