Description
CAS Type I Synopsis: The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to solicit a Request for Proposal (RFP), N00019-13-R-0080, as a 100% small-business set-aside requirement under North American Industry Classification System (NAICS) Code 481219. The Government anticipates a single award, Firm Fixed Price (with a Cost Reimbursable CLIN for Travel and Material) Indefinite Delivery Indefinite Quantity type contract, on an other than full and open competition basis. This is a follow-on effort for Contracted Air Services, Twin Propeller Aircraft. These requirements are currently being obtained under N00019-09-D-0018 with L-3 Communications Flight International, of Newport News, Va. The period of performance will be one base year and two, one year options with an anticipated start date of 1 April 2014. Industry day was held 1 March 2012 for the combination of Type I (Twin Propeller) Aircraft and Type II (Lear Jets) Aircraft as one requirement. Since then, Type I and Type II Aircraft are now separated into two different requirements with separate Solicitation numbers. Please refer to the two separate Solicitation numbers below. Solicitation Number: N00019-13-R-0080 - Type I (Props) (This Requirement) Solicitation Number: N00019-12-R-1011 - Type II (Lear Jets) This procurement is for the Contracted Air Services (CAS) Twin Propeller Aircraft program, which provides Contractor owned and operated aircraft to the Department of the Navy Fleet customers for training services. The services require a wide variety of airborne threat simulation capabilities to train shipboard and aircraft squadron weapon systems operators and aircrew. This support is provided in an assortment of venues, from basic "schoolhouse" Air Intercept Control (AIC) training, to large multinational exercises, or small single unit training exercises. Locations include multiple continental United States (CONUS) sites. Aircraft will operate from designated or home bases on the East Coast and West Coast. Other customers for CAS under this contract may include other DOD agencies and services, non-DOD Government agencies Foreign Military Sales (FMS) customers, and Industry. Aircraft type: Twin Engine Propeller Aircraft. Number of Aircraft: 2 Aircraft for East Coast and 2 Aircraft for West Coast, totaling 4 Aircraft. Estimated number of hours: Up to 500 total flight hours per year. This synopsis is for informational purposes only. A formal solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Business Opportunities" and then "Open Solicitations" on or about May 2013. In addition, amendments to the solicitation will be posted on the NAVAIR webpage. Hard copies of the solicitation and amendments will NOT be mailed to offerors. Prior to placing any information related to this solicitation on the NAVAIR homepage, a notice will be posted to the FedBizOps. The applicable requirements documents will not be made available until after release of the solicitation. Prior to the release of the formal RFP, NAVAIR anticipates releasing a draft RFP in April 2013. The Government anticipates a March 2014 award. Upon release of the formal solicitation, all responsible sources may submit a proposal which shall be considered by the agency.
