- On August 16, 2013, the NRC Division of Contracts completed a bilateral modification to extend the period of performance for this task order with National Interest Advanced Solutions, LLC for one year. The continuation of that task order is needed to allow additional time for evaluation of a very large number of proposals received resulting from Solicitation No. NRC-HQ-13-R-33-0074 (see https://www.fbo.gov/spg/NRC/OA/DCPM/NRC-HQ-13-R-33-0074/listing.html, and to allow a reasonable time for adjudication of any protest(s) that may result from that award. Solicitation No. NRC-HQ-13-R-33-0074 is being competed as a Service-Disabled Veteran-Owned Small Business set-aside, so there are no barriers to competition for the follow-on contract. This short-term extension is merely a mechanism to ensure continuity of services until that competitive contract is awarded and any potential protest(s) are resolved. This short-term "bridge" extension to the period of performance is a logical follow-on to the originally competed GSA Federal Supply Schedule task order in accordance with FAR 8.405-6(a)(1)(i)(C). The work to be performed is for the continued support for processing paper and electronic documents in ADAMS, and the original procurement was in accordance with applicable FSS ordering procedures and not done under sole-source or limited-sources procedures. Award to another source for this extension would most likely result in lapse of these vital services during the transition period and substantial duplication of costs to the Government that are not expected to be recovered through competition. It would be inefficient, uneconomical, and impractical to procure these follow-on services from, and transition to, another vendor for this short term, given the time required for personnel clearances and learning curve, only to turn around and immediately transition again to another vendor upon completion of the follow-on procurement. As the incumbent, National Interest Advanced Solutions, LLC is the only source presently capable of providing continuity of these critical services during the "bridge" period. The services provided by National Interest Advanced Solutions, LLC under the task order are vital to the agency's mission and assists the agency in managing unclassified, official programmatic and administrative records of lasting business value in an electronic system. National Interest Advanced Solutions, LLC has been providing service under this task order for over 5 years and possesses the in-depth comprehensive institutional knowledge to provide the uninterrupted and seamless transitional support needed until the follow-on competitive award is in place.
