- The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on the following: The Army Research Laboratory (ARL) requires an EOS broadband pump-probe sub-nanosecond transient absorption spectrometer with an extended time window for the integration with a Government owned HELIOS transient absorption spectrometer. The Government owned HELIOS transient absorption spectrometer is currently used to measure photophysical parameters in order to model the potential use of materials in laser protection. The EOS is built for full integration with the hardware and software utilized by the HELIOS transient absorption spectrometer. The Contractor shall be required to provide the following: -Operating laser frequency range 1-1000 Hz -Physical dimensions not exceeding 26 quote mark x38 quote mark -Photonic crystal fiber based continuum generator (400-1750 nm) -Temporal IRF for flash photolysis experiments ca 1 ns -Time window of investigation - variable from nanoseconds to seconds -VIS Detector (dual spectrometer): fiber optics coupled multichannel spectrometer with CMOS sensor with 1.5 nm intrinsic resolution. Sensitivity range: 350-900 nm. Maximum spectral acquisition rate - 2500 spectra/s. Can be mounted away from Helios-Eos enclosure. -LabView based software for instrument control and data acquisition. The software allows for experiment automation, such as present time steps, averaging time, etc. Alternatively user can adjust the above parameters during the data collection process. Random time stepping is available for the above regimes. -Operating manual The above spectrometer configuration must allow for monitoring photoinduced transients in the 370-900 nm range simultaneously. The Contractor shall provide installation of the above equipment include calibration and verification of performance specifications. Training of Government personnel is to be provided to ensure their ability to independently use the above equipment. The Contractor will conduct test experiments with samples to be provided by vendor or Government. The Contractor will include a warranty of 12 months, which includes parts and labor, and unlimited Internet and phone support. The Contractor will provide necessary travel of Contractor personnel to Government's site (within the first 90 days). Delivery Requirement: within 12 weeks after receipt of order This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
