This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below: X-PERT PRO MPD SERVICE Service of system for one year and Option years Quantity of one YOU MUST BE QUALIFIED TO PERFORM THIS SERVICE. Specifications: This is a service agreement to perform routine maintenance actions on the PANalytical X-pert PRO Multi-Purpose X-ray Diffraction (MPD) system. This will include on-site visits to repair any malfunctioning equipment or parts, to include the replacement parts. The agreement also includes one (1) annual visit to perform routine system preventive maintenance. No other instrument in USACIL's possession can perform the type of analysis this instrument provides if this instrument is out of service. All of the instrument components will be covered under the new requested service contract for the period from 01 Oct 2013 through 30 Sep 2014 (base year) plus two additional yearly options to extend the coverage out through FY2016. The equipment to be covered includes proprietary software which is essential to the operation of the equipment and controls the acquisition, processing, storage, and output of the data developed during sample analyses. The performance of the software is an integral part of the equipment performance. To meet the requirements of the criminal justice system, timely repair is essential. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed three (3) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of requirement. Contract Type - A Firm Fixed Price Contract is anticipated. Period of Performance -01 Oct 2013 through 30 Sep 14 Responses are due no later than 1:00 pm EST, 17 Sep 13, and shall be electronically submitted to patricia.a.early10.civ@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. All inquiries must be made in writing.
