- This announcement serves as a notice of intent to solicit and negotiate with only one source under the authority of FAR Part 6.302-1, as supplemented with additional information included in this notice. The applicable North American Industry Classification System (NAICS) Code is 541380, Testing Laboratories. This is the only announcement being issued prior to award. The Government intends to award to the vendor listed below: Cement and Concrete Reference Laboratory (CCRL) 4441 Buckeystown Pike, Suite C. Frederick, MD 21704 Market research indicated that CCRL is the only organization responsible for assessing material testing laboratories for the purpose of obtaining Association of State Highway Transportation Officials (AASHTO) accreditation. The base period of performance is on or around November 1, 2013 through October 30, 2014. It is anticipated that four (4), one-year Option Periods will be included.
