INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA), on behalf of the National Institute on Aging (NIA), intends to negotiate and award a purchase order, without providing for full and open competition, to Oroboros Instruments GMBH (Oroboros) for an Oroboros high-resolution respirometer to analyze the mitochondrial health of human subjects via in vitro assessment of mitochondrial function in aging human subjects. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS Code 334516 with a Size Standard of 500 Employees. REGULATORY AUTHORITY: The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-69 effective September 3, 2013. This acquisition is conducted under the procedures as prescribed in the FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Acquisitions using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Government's Requirements and Need Description: The contractor shall provide an Oroboros high-resolution respirometer to analyze the mitochondrial health of human subjects via in vitro assessment of mitochondrial function in aging human subjects which: 1. Capability for simultaneous measurements with such high resolution and sensitivity. 2. Capability for use via in vitro assays that measure dissolved oxygen in tissue samples and is equipped for dual monitoring of samples and parameters and capability of detecting signals from samples less than 1 milligram in size. 3. Possesses a Flourescence LED unit enabling simultaneously analysis of multiple parameters including reactive oxygen species production, mitochondrial membrane potential and oxygen consumption. Background: Currently, there is only respirometer available at the Baltimore Longitudinal Study (BLSA) at Harbor Hospital in Baltimore City, MD at Harbor Hospital to assess mitochondrial function in BLSA subjects. This unit can only handle 2 samples, severely limiting the number of subjects that can be tested. The additional respirometer is critical because the volume of tissue samples from human subjects is increasing dramatically. Thus, the acquisition of an additional respirometer will double the number of samples that can be assayed which critical since the volume of samples is greatly increasing. Purpose and Objectives: Mitochondria provide energy to mammalian cells including humans. A decline in mitochondrial function with age is believed to play a critical role in human diseases including sarcopenia and cardiovascular disease. The aim of this project is to determine the changes in mitochondrial function in muscle tissues of subjects in the Baltimore Longitudinal Study of Aging (BLSA) as they age and experience muscle loss as well as in other studies such as the Resveratrol and Cardiovascular Health in the Elderly trial (REACHE). The tissue biopsies taken from each subject at different time intervals will be assayed in vitro with the respirometry equipment being purchased. The volume of samples to be assayed using this equipment and our existing respirometer will greatly increase as we plan to conduct these assays on all human subjects in NIA IRP studies. Period of Performance or/and Delivery Information/Contract Type: Delivery Information: Delivery Within: 8 Weeks After Receipt of Order. Project Description: Specifically, new equipment will be utilized to assess mitochondrial function via in vitro assays of muscle fibers donated by BLSA participants and other studies involving human subjects, notably the Resveratrol And Cardiovascular Health in the Elderly: REACHE Trial, of various ages. Age-related muscle loss is known as sarcopenia, meaning loss of muscle flesh. The BLSA and the study of sarcopenia in its subjects is a critical long term objective. The addition of this equipment will serve to contribute to the mission of the National Institute on Aging Intramural Research Program (NIA, IRP). Other Important Considerations: Not Applicable CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION: The determination by the government to award a purchase order without providing for full and open competition (including brand-name) is based upon market research conducted as prescribed in FAR Part 10-Market Research, specifically the review and evaluation of responses received to the sources sought notice published in the FedBizOpps on September 12, 2013. The results of the market research concluded that there are no other companies with the capability of providing an Oroboros high-resolution respirometer, to analyze the mitochondrial health of human subjects via in vitro assessment of mitochondrial function in aging human subjects, which possesses the elements and features essential to meet the Government's requirements. The Oroboros high-resolution respirometer is the only respirometer with the capabilities as follow: 1. Capability for simultaneous measurements with such high resolution and sensitivity. 2. Capability for use via in vitro assays that measure dissolved oxygen in tissue samples and is equipped for dual monitoring of samples and parameters and capability of detecting signals from samples less than 1 milligram in size. 3. Possesses a Flourescence LED unit enabling simultaneously analysis of multiple parameters including reactive oxygen species production, mitochondrial membrane potential and oxygen consumption. Therefore, only Oroboros has the capability to provide an Oroboros high-resolution respirometer which possesses the elements and features essential to meet the Government's requirements. CLOSING STATEMENT: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
