Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS. The RFQ number is N00244-13-T-0252. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 238320 and the Small Business Standard is $14.0M. This is a 100% Set Aside to Small Business Concerns. The NAVSUP FLC San Diego requests responses from qualified sources capable of providing painting of six (6) static displays located at NAS NORTH ISLAND FLAG CIRCLE. The Period of Performance is 23 September 2013 to 22 November 2013. Delivery Location is NAS NORTH ISLAND FLAG CIRCLE, FOB Destination San Diego CA 92136 applies. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) past performance; (iii) price The proposal must be determined to be acceptable in both technical and past performance, to be considered for award. The quoter shall submit, as part of its quote, information on previously performed contracts or on-going contracts that are similar to the statement of work/item description in the solicitation performed for Federal, State or local Governments, and for commercial firms. Information shall be provided on either 1) all such contracts within the past three years, or 2) the last three such contracts performed, whichever is fewer, and shall be limited to the name and address of the organization for which the product was supplied and services were performed and the number (phone, fax or Internet) of a contact for each contract listed. The quoter should not describe past performance history in the quote. The information should include, however, discussion of any major problems encountered on the contracts listed and the corrective actions taken to resolve them. The information may also include a description of any quality awards earned by the quoter. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quote of a company with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the responses of other quoters. The quoter should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. The assessment of the quoter's past performance will be used as a means of evaluating the relative capability of the responder and other competitors to successfully meet the requirements of the RFQ. The Government will give greater consideration to the contracts that the Government feels are most relevant to the RFQ. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Preparation will include pressure washing to remove all dirt, and loose paint. Remove or tape off decals per direction of customer. Damaged areas on the aircraft will be repaired by the customer prior to prime and final coat. Hand tool prep (SCCPC-1 / SSPC-2) to aircraft exterior including fuselage, tail section, wings rotor blades and all accessible areas. Prime any surface rendered bare metal in above process. Prime aircraft using DTM 1300v100 series high build epoxy primer or similar. Paint aircraft using PC3v100 Series Acrylic Polyurethane Topcoat or similar. The contractor shall paint Static Aircraft Displays: H-46, H-3, SH-2F, SH-60B, C-2 and S-3. Aircraft base colors paint and schemes will be applied using MIL-STD-2161_(AS) for guidance. Insignias and markings will be the customer's responsibility. Paint colors will all be non-tactical gloss paint. CH-46 Gray 16081 SH-2F Gray 16081 SH-60 Gray and White C-2A Gray and White S-3 Gray and White H-3 Gray Blue camo paint The contractor will paint base colors on aircraft. All aircraft markings, decals, emblems, and insignia will be applied by the customer. The contractor shall take appropriate actions to avoid overspray on or around objects (vehicles, buildings, landscaping, etc.), i.e. build free standing scaffolding around each aircraft (one at a time) and wrap each scaffold with screen material. Work to be performed on a continuous basis in such a manner as to paint one aircraft after another without interruptions, weather permitting. Due to ceremonial schedules, if contractor intends to overlap painting schedules they shall request authorization from customer. The contractor is responsible for all necessary abatement, and runoff issues. Fees, fines, damage associated with any of these items are contractor's responsibility. The contractor is required to comply with all Federal, State, County, and City, NAB Coronado, North Island Base environmental, OSHA, EPA and/or any other applicable guidelines pertinent to outdoor preparation/painting of static displays; included is the collection and disposal of waste materials. Waste will be disposed according to all applicable environmental guidelines. The contractor is responsible for obtaining all applicable permits if required, i.e. scaffolding, manlifts, and hazardous materials permits. Paint and procedures should provide an 8-10 year outdoor life or greater if possible. Contractor must provide a one year warranty against any flaking or peeling.
