- The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: Lower Granite HVAC. The work is located at the Lower Granite Dam in Garfield County, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is between $1,000,000 and $5,000,000, and 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 238220 and the associated small business size standard is $14,000,000. This project will be advertised as a Request for Proposal, Best Value-Lowest Price Technically Acceptable and will require the offerors to respond to evaluation factors. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. PLEASE DO NOT RESPOND TO THIS NOTICE UNLESS YOU WILL BE RESPONDING TO THE SOLICITATION. 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a brief description of each project scope, schedule, and dollar value. 3) A statement or list of your firm's current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4) A statement of your firm's bonding capacity. 5) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), Small Business). Submit this information to Jani Long, Contract Specialist, via email to jani.c.long@usace.army.mil. Your response to this notice must be received on or before 2:00PM on September 27, 2013. Summary of Scope of Work: Powerhouse HVAC Upgrade - The scope of the upgrade is to replace all existing equipment that is either malfunctioning or does not meet current operational requirements. Also existing pneumatic control system will be replaced with an open DDC (direct digital control) type system; this will require that all valve and damper actuators as well as existing thermometers, thermostats and other sensing equipment also will be replaced. Changes in the powerhouse layout will be addressed by installing air handlers that are capable of supplying properly conditioned air to all newly created zones (offices, conference room, etc). AIR SIDE Air handlers UC-1 (8,000 cfm), UC-2 (10,000 cfm), UC -3 (4,000 cfm), and UC -4 (2,000 cfm) will be removed and replaced with air handlers meeting current code requirements. Except for the ductwork serving the zones served by UC-1, all existing ductwork will remain. The air filtering system, heating/cooling coils and air control dampers in the central air handling system (76,000 cfm - separate system from the other 4 air handlers) will be replaced. The existing fans (SF-1 and RF-1) in the central air handling system will be refurbished, receiving the following service: 1.Replace existing bearings 2.Replace existing v-belts 3.Replace existing motors 4.Replace existing sheaves 5.Clean and balance the existing fan wheel and housing 6.Align the existing fan shaft. The existing exhaust air and transfer air fans serving the galleries and generator room in the powerhouse will remain. WATER SIDE All existing hydronic water-side changeover heat pump system piping and equipment will be removed (two (2) 130-ton TRANE flooded rotary screw chillers, six (6) circulation pumps and piping). Closed hydronic circuits will transport heated and cooled water to the heating and cooling coils in the air handlers and the central air handling system. A closed propylene glycol hydronic circuit with counter flow plate and frame heat exchangers to recover heat from the generator cooling water stream will be provided. An array of modular heat pump chillers (not less than 250 tons) will be provided. CONTROLS The existing pneumatic control system will be removed and an open DDC control system will be provided. ELECTRICAL Electrical upgrades will be installed as needed to provide power for the new HVAC equipment.
